TASK FORCE FINAL DRAFT <br />(with staff recommended changes) <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />ORDINANCE NO. <br />AN ORDINANCE AMENDING CHAPTER 2, TITLE II <br />OF THE ORDINANCE CODE OF THE CITY OF PLEASANTON <br />ESTABLISHING A ZONING OVERLAY DISTRICT <br />PROVIDING FOR URBAN REVITALIZATION <br />THROUGH STRICT REGULATION OR CERTAIN DESCRIBED <br />AREAS OF DOWNTOWN BY ADDING ARTICLE 34 <br />THE CITY COUNCIL OF THE CITY OF. PLEASANTON DOES ORDAIN <br />AS FOLLOWS: <br />WHEREAS, The Pleasanton City Council hereby finds and <br />declares with respect to that downtown commercial area <br />hereinafter designated as the Downtown Revitalization District <br />(DISTRICT) in Section Two hereof: <br />(a) The District has a unique architectural character <br />formed by the built context of groups of structures which, <br />taken together, have architectural significance representing <br />an important part of Pleasanton's commercial past and <br />cultural heritage. <br />(b) The District contains Pleasanton's first and <br />traditional commercial district. The trend toward master <br />planned regional shopping centers marked the start of the <br />decline of this area as a commercial center vital to the <br />region. Through neglect, the District has suffered some <br />physical deterioration. This deterioration, together with <br />the commercial decline, has resulted in a public perception <br />of the area as a less convenient, less desirable an less safe <br />destination than the modern regional shopping center. These <br />factors are accelerating the District's decline. <br />(c) Downtown Pleasanton can become the symbol of a <br />revitalized community. It represents a significant urban <br />resource which can become through these regulations <br />implementing the General Plan and assuring and encouraging <br />conservation and revitalization, an important commercial <br />center successfully competing with modern regional shopping <br />centers. The District through these regulations and the <br />cooperative effort of property owners and private enterprise <br />can become a regional, as well as local, destination for <br />shopping in a pedestrian-scaled and oriented environment <br />ire . <br />~--Eh~y . <br />- 1 - <br />
