The Final EIR has identified localized traffic <br /> impacts as potentially significant. <br /> Mitigation of these significant impacts will <br /> be undertaken by this agency in connection <br /> with either revision of this agency's general <br /> plan to conform to the Alameda County <br /> Hazardous Waste Management Plan or as part of <br /> the evaluation of a specific project proposal <br /> within this agency's jurisdiction. <br /> <br /> C. The Final EIR identifies land use in the <br /> vicinity of any hazardous waste management <br /> facility as potentially adversely affected. <br /> Mitigation of this significant impact will be <br /> undertaken by this agency in connection with <br /> either revision of this agency's general plan <br /> to conform to the Alameda County Hazardous <br /> Waste Management Plan or as part of the <br /> evaluation of a specific project proposal <br /> within this agency's jurisdiction. <br /> <br />Section 3: The following alternatives to the proposed plan <br /> were considered in the Final EIR and are found to <br /> entail greater environmental impacts, or to be <br /> infeasible, for reasons stated in the Final EIR at <br /> pages 6-1 through 6-27: (a) no plan without phase- <br /> out of land disposal, (b) no plan with phase-out of <br /> land disposal, (c) plan that relies on local <br /> facilities rather than waste reduction, (d) plan <br /> that relies on regional off-site facilities with <br /> low-priority waste reduction, (e) plan that <br /> includes strict use of State Department of Health <br /> Services facility siting policies and criteria. <br /> <br />Section 4: Notwithstanding the significant impacts <br /> identified in the Final EIR certified by the <br /> Authority on the proposed Alameda County Hazardous <br /> Waste Management Plan, this agency has approved the <br /> plan because currently there is no countywide <br /> planning for dealing with reducing, treating, <br /> handling and disposing of hazardous wastes. Recent <br /> State legislation (the Tanner legislation -- AB <br /> 2948) authorizes and encourages counties to prepare <br /> such plans. Alameda County is participating <br /> through the Authority. While the Final EIR <br /> identified certain significant impacts, the <br /> environmental consequences of continuing the status <br /> <br /> -3- <br /> <br /> <br />
