Resolution No. 2736 <br />12/11/85 <br />Fact: Affected area is currently used for agriculture. <br />City's policies avoid leapfrog development which could <br />prematurely render agricultural use infeasible. <br />Significant Effect: Extension of Stoneridge Drive will <br />result in loss of sand and gravel harvesting resources. <br />Finding: The loss is minimal in light of the total <br />remaining acreage devoted to this use and due to <br />establishment of additional quarry operations at other <br />sites. <br />Fact: There are approximately 3,100 acres devoted to <br />sand and gravel harvesting in the planning area and <br />other quarry sites have been approved to serve the needs <br />of the regional market. <br />Finding: Alternative alignments to avoid the sand and <br />gravel area are infeasible due to difficulties in <br />aligning with Livermore's West Las Positas Boulevard, a <br />project goal, and cost of bridge structures. <br />Fact: A slanting, six lane bridge structure over the <br />Arroyo Mocho is more expensive than alternative <br />alignments' arroyo crossings. <br />Fact: Livermore's West Las Positas alignment will <br />likely be located in the Rhodes-Jamieson - R. C. Johnson <br />boundary area, aligning with a Stoneridge alignment <br />south of the Arroyo Mocho. <br />Finding: The potential effect is minimized by aligning <br />the Stoneridge extension along the Arroyo Mocho's <br />southern boundary. <br />Fact: The above alignment minimizes land lost to street <br />or other uses and uses easements area containing <br />utilities which cannot be mined in any event. <br />NOISE <br />Significant Effect: Land uses developed adjacent to the <br />Stoneridge Drive alignment will be exposed to excessive <br />traffic-generated noise levels. <br />Finding: Development is subject to the maintenance of <br />noise standards as required in the Noise Element of the <br />City's General Plan, thereby eliminating noise levels <br />greater than the City's standard. <br />Fact: Individual development projects are subject to <br />the City's design review procedures where noise <br />assessment studies are required as necessary to <br />determine appropriate mitigation measures. <br />
