Resolution No. 2736
12/11/85
Fact: Noise levels can be maintained along the new
route through standard methods of noise reduction.
TRAFFIC
Significant Effect: Extension of Stoneridge Drive to E1
Charro Road will result in potential conflicts with
existing gravel truck operations.
Finding: Coordination of roadway plans among the
affected jurisdictions in the area will provide for
adequate facilities to serve local and regional
transportation needs.
Fact: City staff has been directed to participate in
discussions with other affected agencies to determine
appropriate routing of traffic on Stoneridge Drive, E1
Charro Roads, and Las Positas Boulevard.
OVERRIDING CONSIDERATIONS
Adoption of the proposed amendments will result in the
loss of prime agricultural soils and sand and gravel
resources. However, the project's overriding economic
and environmental benefits include:
- reduction of noise levels effecting the
predominantly residential area located on West Las
Positas Boulevard.
- the reduction in congestion which would otherwise
occur on local roadways and freeways if a east-west
freeway alternative route were not provided for.
- opportunity is available to plan for an efficient
arterial roadways with limited driveway and
intersecting street access, improving its use as a
high capacity, efficient parallel-freeway route.
- site plan review procedures will allow for new
development adjacent to the arterial to be designed
with adequate noise mitigation measures.
- roadway extension will facilitate access properties
currently land-locked, resulting in the potential
increased housing units and other land uses for
General Plan guidelines.
Section 2. Recommends the alignment be changed as conceptually
indicated in the "Proposed General Plan Alignment"
Exhibit A attached hereto; and directs staff to meet
with all affected parties concerning the Stoneridge
Drive - E1 Charro Road issues and include a recommended
solution as part of the specific plan to be undertaken
for the northeastern Pleasanton area.
