Resolution No. 2736 <br />12/11/85 <br />Fact: Noise levels can be maintained along the new <br />route through standard methods of noise reduction. <br />TRAFFIC <br />Significant Effect: Extension of Stoneridge Drive to E1 <br />Charro Road will result in potential conflicts with <br />existing gravel truck operations. <br />Finding: Coordination of roadway plans among the <br />affected jurisdictions in the area will provide for <br />adequate facilities to serve local and regional <br />transportation needs. <br />Fact: City staff has been directed to participate in <br />discussions with other affected agencies to determine <br />appropriate routing of traffic on Stoneridge Drive, E1 <br />Charro Roads, and Las Positas Boulevard. <br />OVERRIDING CONSIDERATIONS <br />Adoption of the proposed amendments will result in the <br />loss of prime agricultural soils and sand and gravel <br />resources. However, the project's overriding economic <br />and environmental benefits include: <br />- reduction of noise levels effecting the <br />predominantly residential area located on West Las <br />Positas Boulevard. <br />- the reduction in congestion which would otherwise <br />occur on local roadways and freeways if a east-west <br />freeway alternative route were not provided for. <br />- opportunity is available to plan for an efficient <br />arterial roadways with limited driveway and <br />intersecting street access, improving its use as a <br />high capacity, efficient parallel-freeway route. <br />- site plan review procedures will allow for new <br />development adjacent to the arterial to be designed <br />with adequate noise mitigation measures. <br />- roadway extension will facilitate access properties <br />currently land-locked, resulting in the potential <br />increased housing units and other land uses for <br />General Plan guidelines. <br />Section 2. Recommends the alignment be changed as conceptually <br />indicated in the "Proposed General Plan Alignment" <br />Exhibit A attached hereto; and directs staff to meet <br />with all affected parties concerning the Stoneridge <br />Drive - E1 Charro Road issues and include a recommended <br />solution as part of the specific plan to be undertaken <br />for the northeastern Pleasanton area. <br />
