17.36.050 <br />for categories of new residential units. <br />c. Coordinate the requested trades of <br />units among major project developers. <br />d. Determine the disposition of major <br />project developers' reallocation re- <br />quests. <br />e. Take other action determined by <br />the council to be necessary to imple- <br />ment the provisions of this chapter. <br />2. The city council shall act on the <br />following in administering the growth <br />management program on an on-going <br />basis: <br />a. Grant initial growth management <br />allocations to affordable housing pro- <br />jects and major projects. <br />b. Review and act on requests for <br />reinstatement of lapsed growth manage- <br />ment approvals and building permits. <br />c. Adjust annual limits and/or sub- <br />allocations as it deems necessary pursu- <br />ant to subsection A of this section. <br />d. Coordinate between January 1 and <br />September 1, in response to developers' <br />requests, any requested reallocation re- <br />quests and/or trades of units among <br />major project developers or affordable <br />housing projects. <br />e. Take any other action determined <br />by the council to be necessary to im- <br />plement this chapter. (Ord. 1802 § 1, <br />2000; Ord. 1729 § 2, 1997) <br />17.36.060 Establishment Of Annual <br />New Residential Unit <br />Limits: <br />A. Except as provided herein, build- <br />ing permits issued for new residential <br />units subject to this chapter shall not <br />exceed the following aggregate totals <br />for calendar years as follows: <br />Calendar Year Maximum Building Permits <br />1998 - 700 units <br />1999 - 600 units <br />2000 - 550 units <br />2001 - 500 units <br />2002 - 450 units <br />2003 - 400 units <br />2004 - 350 units <br />2005- - 350 units <br />build-out <br />Except as provided in subsection C <br />of this section, the maximum limita- <br />tions established in this section are <br />nondiscretionary and shall not be mod- <br />ified by the city council in implement- <br />ing this chapter. <br />B. Building permits in excess of the <br />limits in subsection A of this section <br />may be issued to a qualified affordable <br />housing project in accordance with sub- <br />section 17.36.080A2 of this chapter. <br />C. The limitations established in <br />subsection A of this section may be <br />reduced by the city council if, upon <br />reviewing the annual growth manage- <br />ment report, it determines that infra- <br />structure and/or services will not be <br />available to satisfy the demands of the <br />new residential units allowed for a <br />given year. The limitation reduction <br />mentioned in the previous sentence may <br />be citywide or localized, depending on <br />the scope of the infrastructure and/or <br />service shortfalls. The city council shall <br />exercise its discretion pursuant to this <br />subsection if the planned, phased infra- <br />structure expansions which form the <br />basis for establishing the managed <br />growth to build-out of the general plan <br />(Pleasanton April 2001) 456 <br />
