11.38.020 <br />motor vehicle. The city manager may <br />establish rules and regulations neces- <br />sary or appropriate to carry out the <br />purpose of this chapter. The city man- <br />ager shall require each applicant for a <br />residential pazking permit to establish <br />proof of residency and vehicle owner- <br />ship, possession or control in compli- <br />ance with this chapter. (Ord. 1376 § 1, <br />1988) <br />11.38.030 Duration And Limit On <br />Number Of Permits To Be <br />Issued: <br />There shall be no limit to the number <br />of annual permits issued to any residen- <br />tial address within a residential permit <br />pazking area; provided, that the resident <br />owns or has control over each of the <br />vehicles for which an annual permit is <br />issued. A separate application shall be <br />filed for each motor vehicle. Each <br />residential pazking permit issued by the <br />director shall be valid for a maximum <br />of one yeaz unless otherwise stated on <br />the permit. The city manager shall <br />cause to be prepazed and issue effective <br />on or about September 1 of each year, a <br />distinctively colored sticker for issu- <br />ance to permittees of residential pazk- <br />ing permits, which sticker shall be <br />affixed to the motor vehicle for which a <br />permit is issued at the location speci- <br />fied in section 11.38.050 of this chap- <br />ter. (Ord. 1376 § 1, 1988) <br />11.38.040 Guest Permits: <br />Not more than two (2) guest permits <br />shall be issued for any dwelling unit. <br />Guest permits shall be issued to resi- <br />dents in a residential parking permit <br />zone and may be issued at the same <br />time as the annual permit. Guest per- <br />mits shall not be used for regulaz vehi- <br />cle usage nor to bypass the need to buy <br />an annual permit. Residents who abuse <br />guest pass privileges shall have their <br />annual permit privileges revoked for up <br />to one yeaz. (Ord. 1376 § 1, 1988) <br />11.38.050 Display Of Permits: <br />Residential pazking permits shall be <br />affixed to a motor vehicle at the left <br />reaz bumper. Guest permits shall be <br />placed inside the vehicle, visible <br />through the reaz window on the driver's <br />side or attached to the rearview mirror. <br />(Ord. 1376 § 1, 1988) <br />11.38.060 Fees For Issuance - <br />Duration Of Permits: <br />The council may establish by resolu- <br />tion fees for the issuance of residential <br />parking permits, guest permits and for <br />the replacement of lost, damaged or <br />destroyed permits or stickers. Residen- <br />tial pazking permits shall be valid for <br />not more than one yeaz, unless other- <br />wise stated on the permit and every <br />permit shall be renewable prior to Sep- <br />tember 1 of each yeaz. (Ord. 1376 § 1, <br />1988) <br />11.38.070 Termination Of Permits: <br />Permits shall terminate upon any of <br />the following events: <br />A.
