11.38.020 motor vehicle. The city manager may establish rules and regulations neces- sary or appropriate to carry out the purpose of this chapter. The city man- ager shall require each applicant for a residential pazking permit to establish proof of residency and vehicle owner- ship, possession or control in compli- ance with this chapter. (Ord. 1376 § 1, 1988) 11.38.030 Duration And Limit On Number Of Permits To Be Issued: There shall be no limit to the number of annual permits issued to any residen- tial address within a residential permit pazking area; provided, that the resident owns or has control over each of the vehicles for which an annual permit is issued. A separate application shall be filed for each motor vehicle. Each residential pazking permit issued by the director shall be valid for a maximum of one yeaz unless otherwise stated on the permit. The city manager shall cause to be prepazed and issue effective on or about September 1 of each year, a distinctively colored sticker for issu- ance to permittees of residential pazk- ing permits, which sticker shall be affixed to the motor vehicle for which a permit is issued at the location speci- fied in section 11.38.050 of this chap- ter. (Ord. 1376 § 1, 1988) 11.38.040 Guest Permits: Not more than two (2) guest permits shall be issued for any dwelling unit. Guest permits shall be issued to resi- dents in a residential parking permit zone and may be issued at the same time as the annual permit. Guest per- mits shall not be used for regulaz vehi- cle usage nor to bypass the need to buy an annual permit. Residents who abuse guest pass privileges shall have their annual permit privileges revoked for up to one yeaz. (Ord. 1376 § 1, 1988) 11.38.050 Display Of Permits: Residential pazking permits shall be affixed to a motor vehicle at the left reaz bumper. Guest permits shall be placed inside the vehicle, visible through the reaz window on the driver's side or attached to the rearview mirror. (Ord. 1376 § 1, 1988) 11.38.060 Fees For Issuance - Duration Of Permits: The council may establish by resolu- tion fees for the issuance of residential parking permits, guest permits and for the replacement of lost, damaged or destroyed permits or stickers. Residen- tial pazking permits shall be valid for not more than one yeaz, unless other- wise stated on the permit and every permit shall be renewable prior to Sep- tember 1 of each yeaz.
