"Director" means the director of finance. B. "Owner" means a person who has an ownership interest in a parcel of real property within a residential permit pazking zone designated pursuant to this chapter. C. "Resident" means a person who lives in a residential permit pazking zone as his/her permanent place of residence, either as a tenant or owner. D. "Residential pazking permit" means a permit issued pursuant to this chapter. E. "Residential permit parking zone" means a residential zone designated as provided in this chapter wherein vehi- cles displaying a valid permit issued pursuant to this chapter shall be exempt from the parking time restrictions es- tablished for the permit parking azea. F. "Vehicle" means an automobile, truck, trailer, house caz, motorcycle or other motor driven device for transpor- tation, not in excess of six thousand (6,000) pounds' gross weight. (Ord. 1931 § 1, 2006; Ord. 1376 § 1, 1988) 11.38.020 Issuance Of Permits: Residential pazking permits shall be issued by the director of finance. Pazk- ing permits may be issued to an owner or resident of a property within a resi- dential pazking permit zone or to a guest of such an owner or resident duly authorized by the owner or resident to apply for a residential parking permit; provided, that a residential parking permit shall only be issued to an owner or resident, who has a motor vehicle currently registered in his or her name, or who has lawful possession of a mo- tor vehicle for his or her exclusive use and/or which is under his or her control and to individuals providing in home medical care to a resident of a zone; provided, that the in home provider shows proof, in the form of a contract or other agreement, of the service being provided.
