"Director" means the director of <br />finance. <br />B. "Owner" means a person who has <br />an ownership interest in a parcel of real <br />property within a residential permit <br />pazking zone designated pursuant to <br />this chapter. <br />C. "Resident" means a person who <br />lives in a residential permit pazking <br />zone as his/her permanent place of <br />residence, either as a tenant or owner. <br />D. "Residential pazking permit" <br />means a permit issued pursuant to this <br />chapter. <br />E. "Residential permit parking zone" <br />means a residential zone designated as <br />provided in this chapter wherein vehi- <br />cles displaying a valid permit issued <br />pursuant to this chapter shall be exempt <br />from the parking time restrictions es- <br />tablished for the permit parking azea. <br />F. "Vehicle" means an automobile, <br />truck, trailer, house caz, motorcycle or <br />other motor driven device for transpor- <br />tation, not in excess of six thousand <br />(6,000) pounds' gross weight. (Ord. <br />1931 § 1, 2006; Ord. 1376 § 1, 1988) <br />11.38.020 Issuance Of Permits: <br />Residential pazking permits shall be <br />issued by the director of finance. Pazk- <br />ing permits may be issued to an owner <br />or resident of a property within a resi- <br />dential pazking permit zone or to a <br />guest of such an owner or resident duly <br />authorized by the owner or resident to <br />apply for a residential parking permit; <br />provided, that a residential parking <br />permit shall only be issued to an owner <br />or resident, who has a motor vehicle <br />currently registered in his or her name, <br />or who has lawful possession of a mo- <br />tor vehicle for his or her exclusive use <br />and/or which is under his or her control <br />and to individuals providing in home <br />medical care to a resident of a zone; <br />provided, that the in home provider <br />shows proof, in the form of a contract <br />or other agreement, of the service being <br />provided.
