2.28.030 <br />sinners and the one alternate commis- <br />sioner shall be selected from the com- <br />munity at large. The regular commis- <br />sioners and alternate commissioner <br />shall be appointed by the mayor, sub- <br />ject to ratification by the city council as <br />provided in the adopted city council <br />resolution establishing procedures for <br />appointments to boards and commis- <br />sions. <br />C. Two (2) liaison commissioners <br />shall be appointed from other city com- <br />missions or boards as follows: <br />1. One commissioner from the parks <br />and recreation commission; and <br />2. One commissioner from the hous- <br />ing commission. <br />D. Commissioners are eligible to <br />participate in all discussions of the <br />commission except that: 1) the alternate <br />commissioner shall vote only if one of <br />the regular commissioners is absent or <br />has a financial conflict of interest, and <br />2) the liaison commissioners shall have <br />no voting privileges. <br />E. The alternate commissioner may <br />serve as a voting member on any sub- <br />committee of the commission and may <br />be designated as the commission's <br />representative to other boards and com- <br />missions. <br />F. Commissioners shall be compen- <br />sated as established by city council <br />resolution. (Ord. 1887 § 1, 2003: Ord. <br />1851 § 1, 2002; Ord. 1819 § 1, 2001) <br />2.28.040 Term Of Membership: <br />A. Regular commissioners shall be <br />eligible to serve a maximum term of <br />eight (8) years with two (2) 4-year <br />terms. <br />B. Alternate commissioners shall be <br />eligible to serve four (4) year terms and <br />are not subject to a limit in the number <br />of years served. <br />C. A liaison commissioner shall be <br />eligible to serve a term of one year <br />commencing in January of each year. <br />There is no limit on the number of one <br />year terms that a liaison commissioner <br />may serve, provided their term shall <br />end when a different commissioner is <br />appointed or when the liaison <br />commissioner's term on the housing <br />commission or the parks and recreation <br />commission ends. <br />D. The term of a commissioner shall <br />be consistent with and subject to city <br />council resolution concerning limiting <br />service on boards and commissions. <br />(Ord. 1819 § 1, 2001) <br />2.28.050 Maintenance Of <br />Membership: <br />A. Persons appointed to the commis- <br />sion shall continue to serve as members <br />of the commission except when: <br />1. The commissioner's term of office <br />on the commission expires; <br />2. The commissioner voluntarily re- <br />signs from the commission; <br />3. The commissioner is absent from <br />one-third ('/3) of the regular meetings <br />within a six (6) month period as pro- <br />vided in subsection C of this section; <br />4. The commissioner fails to main- <br />tain aprimary residence in the city; <br />5. The commissioner is employed by <br />the city in a capacity related to the <br />duties of the commission. <br />(Pleasanton January 2004) 28 <br />
