2.28.010 <br />Chapter 2.28 <br />HUMAN SERVICES <br />COMMISSION' <br />Sections: <br />2.28.010 Commission Created <br />2.28.020 Duties <br />2.28.030 Membership; <br /> Appointments; Voting <br />2.28.040 Term Of Membership <br />2.28.050 Maintenance Of <br /> Membership <br />2.28.060 Commissioner <br /> Vacancies <br />2.28.070 Organization <br />2.28.080 Meetings <br />2.28.010 Commission Created: <br />There is created a human services <br />commission ("commission") originally <br />established by resolution 76-21. (Ord. <br />1819 § 1, 2001) <br />2.28.020 Duties: <br />A. The commission shall be respon- <br />sible for advising the city council on <br />both the human service needs of the <br />community and the methods for meet- <br />ing these needs. Particular emphasis <br />shall be given to the human services <br />needs of the socially and economically <br />disadvantaged, the elderly and the <br />youth of the community. <br />B. The duties of the commission <br />shall include the following: <br />1. Identify and prioritize the human <br />service needs of the community; <br />2. Develop and recommend to the <br />city council specific programs and/or <br />actions designed to meet the identified <br />human service needs of the community <br />and evaluate the success of the pro- <br />grams and/or the actions undertaken; <br />3. Identify and be informed of pro- <br />grams providing human services to the <br />community, their purpose, the type and <br />nature of services they provide, and the <br />effectiveness of their services; <br />4. Review and evaluate requests from <br />human service providers for financial <br />assistance, endorsements, and other <br />types of assistance; make recommenda- <br />tions to the city council regarding such <br />requests; <br />5. Develop and recommend actions <br />designed to coordinate the delivery of <br />human services within and to the com- <br />munity; <br />6. Represent the city and/or serve as <br />liaisons with governing boards of pub- <br />lic and private human service agen- <br />cies/programs of interest to the commu- <br />nity; <br />7. Inform and advise the city council <br />concerning actions by federal, state and <br />other public or private human service <br />agencies of interest to the city. (Ord. <br />1819 § 1, 2001) <br />2.28.030 Membership; <br />Appointments; Voting: <br />A. The commission shall have seven <br />(7) regular commissioners, one alternate <br />commissioner and two (2) liaison com- <br />missioners, all of whom shall be resi- <br />dents of the city. <br />B.
