He requested that they be included in the <br />minutes. <br />Commissioner Blank further noted that there was an exchange between Mr. Iserson and <br />himself regazding the City's ability to put a time limit on a conditional use permit and that he <br />would like this to be reflected on the record. He requested that it be included in the minutes. <br />Commissioner Fox requested that the sentence on the fourth full paragraph on page 12 be <br />modified to read as follows: "In response to an inquiry by Commissioner Olson regazding <br />whether the area neaz the pazk should be eliminated, Mr. Samuelian replied that they <br />considered the residents who sat on the green lawn "escapees "and that they planned to <br />eliminate the area to allow residents going outside to be contained within the courtyard with <br />adequate supervision." <br />Commissioner Fox requested that the first sentence of the last pazagraph on page 12 be <br />amended to read as follows: "In response to an inquiry by Acting Chairperson Fox regarding <br />grade changes and whether the facility receiving Federal funds was indeed American <br />Disability Act- (ADA) compliant, Mr. Townsend replied that they designed the facility and <br />surrounding grounds...." <br />The minutes were approved as amended. <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS <br />THE PLANNING COMMISSION ON ANY ITEM WHICH IS NOT <br />ALREADY ON THE AGENDA. <br />Charles Clazk, 409 Matthew Court, wished to discuss the Inclusionary Zoning Ordinance and <br />noted that he was doing a major rehabilitation of Pleasanton Manor. He noted that the rules <br />had changed since he began the project which would increase the costs by $1 million. He <br />noted that the two pazking spaces per condo had become an issue, so the number of units was <br />reduced from 51 or 43 to allow sufficient parking. Twelve of the one bedrooms had been <br />combined to make six three bedrooms. He inquired whether a vaziance might be possible in <br />exchange fora 25-percent below-market-rate housing mix. <br />Commissioner Fox inquired whether the proceedings from the City Council meeting and the <br />changes to the Inclusionary Zoning Ordinance should be discussed under Matters Initiated by <br />Commission Members. <br />Ms. Decker noted that this project initiated discussions within the City whether changes to <br />the Condominium Conversion Ordinance should be made.
