Ms. Decker noted that two task forces were discussed. One was a Downtown task force to <br />examine Downtown Specific Plan issues, which was directly related to the change of <br />development standards in the Downtown azea, particulazly FARs, and which, at this time, the <br />City is not engaged in. She noted that the neighborhood would be involved in that task force. <br />Ms. Decker noted that the second task force that was referenced was the Development <br />Services Task Force and that the City Manager had provided editorials and articles on several <br />occasions advertising that the City was looking for representatives. The TAT (Technical <br />Advisory Team) would analyze the development process and is composed of members from <br />each City Department. She noted that she sat on that advisory team and noted that they <br />analyzed the communication processes within the Departments and to the developers, both <br />small and lazge. The Customer Service Response (CSR) Team is composed of a variety of <br />individuals from the development community, including Peter MacDonald, Pat Costanza <br />from Greenbriar Homes, Pam Hazdy with Ponderosa Homes, Jerry Iserson, Rob Wilson <br />(Director of Public Works), and the Economic Vitality Committee. <br />Chairperson Arkin believed the Planning Commission should be represented on that team. <br />Commissioner Fox agreed and added that acommunity-at-lazge member should be included <br />as well. She added that this task force should be advertised as well. <br />Ms. Decker noted that she would forward the Commissioners' comments to the City <br />Manager's office and emphasized that there was never an attempt to make the effort anything <br />but transparent. <br />Commissioner Blank suggested that creating structure around the process re-engineering <br />would make it more efficient. <br />Ms. Decker noted that the goal was to make the process leaner to reduce frustration and <br />noted that staff tracked projects by correlating the data to analyze delays and successes. She <br />noted that three yeazs of data were kept to create that analysis and added that she could bring <br />more information to the Commission. <br />Commissioner Fox noted that the customers must include the residents as well as the <br />developers. <br />Commissioner Olson noted that the community has never spoken in one voice. <br />Commissioner O'Connor noted that the data collection was the easy part but that analyzing it <br />was the complex part. <br />Beveraees During the Meetine <br />Commissioner Blank requested that hot water, coffee, and tea be provided for the <br />Commissioners during the meetings. <br />PLANNING COMMISSION MINUTES September 27, 2006 Page 15 of 17 <br />
