discussion with the neighbors, they did not prefer narrowing the street at that location due
to concerns over maneuverability.
A discussion on the nature of Trenery Drive ensued.
Commissioner Roberts inquired about the liability with respect to Trenery Drive,
Ms. Harryman replied that she had not actively examined this issue. In general, the
liability for a private street would fall upon those who owned the private street. She
noted that could change and that the City could be opened up to liability if traffic were to
be diverted or other steps taken to reduce the private nature of the road.
Mr. Grubstick noted that with this private street, there were no existing easements that
allowed public use of that road. As far as the City is concerned, Trenery Drive was not a
street that could be used for public purposes.
Ms. Hazdy noted that Ponderosa would appreciate direction from the Commission with
respect to the sidewalk. She noted that Ms. Cousins had presented her alternatives at the
last neighborhood meeting and added that Ponderosa would not support a street
connection to Martin Avenue. The traffic pattern would be Cameron Avenue, Martin
Avenue, and Courtney Avenue.
THE PUBLIC HEARING WAS CLOSED.
/"'' Question 1 -Traffic-Calmine Measures
Commissioner Roberts would like the bus to be removed from Cameron Avenue. She
believed that speed bumps and similar measures would diminish the rural chazacter of
this neighborhood and believed other traffic-calming measures should be explored by
staff. She believed designing a curve in the road could be explored, but that changed the
entire road. She opposed the use of roundabouts but believed narrowing the road may
solve the problems.
Commissioner Blank believed that with the current configuration, speed bumps would
have to be used. He noted that a massive redesign would be another option, as was the
use of Kelly Cousins' altematives.
Chairperson Arkin noted that this was a difficult question because each neighborhood
received different benefits and impacts. He would like to see a comparative list of
impacts and benefits. He would like to examine the curved road before the homes were
put in.
Commissioner Fox supported the U-shape of the proposed Street A and did not support
cutting through the Selway property to Martin Avenue. She believed that people tended
to slow down on a curved road and believed that adding the pazking bays at the north side
of Cameron Avenue would increase the width of that street to 36 feet, increasing the
driving speed. She would like to keep the width at 28 feet and would like staff to explore
PLANNING COMMISSION MINUTES Mazch 29, 2006 Page 21 of 25
