A discussion ensued regarding the details of adult supervision. <br />Commission Pearce believed that "guardian" or any other legal definition of adult <br />supervision would be too restrictive in the framework of dropoffs for children's parties. <br />Commissioner Blank suggested that there be no unsupervised dropoffs and no <br />unsupervised children on-site. <br />The Commission generally agreed that "no unsupervised children" would be dropped off <br />at the site. <br />Commission Peazce expressed concern about the pazking and inquired whether the <br />4:1 ratio was developed by staff. Ms. Decker replied that staff believed this to be a <br />reasonable ratio based on the information provided by the applicant. Staff believed that <br />would be a reasonable ratio in terms of the facility's use. <br />THE PUBLIC HEARING WAS OPENED. <br />Frank Tate, applicant, described the concept for his project and believed it filled a need <br />for pazents who wished to have a compatible family entertainment experience that both <br />children and parents could enjoy. He also wanted to offer a wider variety of menu items <br />that were healthful. The mothers who participated in the focus groups were concerned <br />i"" about safety and the ability for the children to get exercise during the rainy season. The <br />fathers wanted to have ESPN available in the facility as well as quality food and Wi-Fi <br />access. The parents also wanted to be able to hold a conversation within the facility. He <br />noted that this intention was to create the "second happiest place on earth," with a <br />welcoming, family atmosphere. <br />In response to an inquiry by Commissioner Roberts regazding whether they would have a <br />staff member trained in CPR, Mr. Tate confirmed that he would. He added that they <br />would also have defibrillators, closed-circuit TV cameras at each exit, and a closely <br />monitored check-in process. He added that they would target the age group of 2 to 12, <br />and that high school kids were not part of their plan. He noted that they would not have <br />any violent video games. There would also be a toddler azea for children under 5 years of <br />age, where a parent would be required to stay. <br />Sherman Balch, applicant, noted that they spent a considerable amount of time changing <br />the original parking model. He noted that Condition No. 4 was subject to a <br />misunderstanding regarding the number of children and allotted pazking spaces. He <br />suggested replacing "guests" with "patrons" to accommodate pazents bringing children to <br />a party. For private party patrons, he would like to see one pazking space for every two <br />patrons. For walk-ins, sports team usage, and off-peak activities, he would like to use the <br />4:1 pazking ratio. He agreed with the Commission's assessment regazding unsupervised <br />dropoffs.
