Kevin Close, 871 Sycamore Road, noted that he only saw pedestrian trails and bicycle <br />ways. He inquired whether equestrian trails would be included and noted that the area <br />from the ridgeline to Bernal Pazk would be a nice area for equestrians. He noted that the <br />EIR generally looked complete, but the hydromodification section seemed to indicate an <br />increased water flow into the channels. He noted that at the Council meeting, an interest <br />was shown in permeable pavers for the parking lots, as opposed to crushed granite. He <br />was concerned about the problems with that solution with respect to groundwater <br />contamination. <br />Chandra Kittusamy, 1095 Laguna Creek Lane, expressed concern about the potential <br />impacts on the neighborhood from the Pazk-and-Ride lot. She expressed interest in the <br />education and 4-H Club programs. <br />THE PUBLIC HEARING WAS CLOSED. <br />In response to Mr. Close's question, Mr. Rasmussen noted that there were no current <br />plans for equestrian trails in the Specific Plan azea, and there had been no discussion <br />about adding them in the past. He felt that the City could make the decision to include <br />them if it so desired. Regarding the groundwater impact of impervious surfaces, <br />Mr. Rasmussen noted that it could be more fully addressed in the Final EIR. <br />Regarding Ms. Kittusamy's concern about aPazk-and-Ride lot, Mr. Rasmussen noted that <br />an access to the potential facility would not be off of Bernal Avenue but rather, the side <br />~ street. <br />Commissioner Roberts expressed concern that the DEIR did not address the positioning <br />of the possible cultural arts center. She believed that this should be analyzed and that no <br />economic benefit was analyzed in the DEIR. <br />Mr. Rasmussen noted that the DEIR only addresses environmental matters and that <br />economic issues were not within the scope of that document. <br />Commissioner Roberts believed that traffic impacts community chazacter, which she <br />believed was a kind of environmental issue. She noted that citywide traffic and the loss <br />of agriculture on that land should be an overriding consideration. <br />Commissioner Roberts expressed concern about the safety impacts with respect to <br />crossing Bernal Avenue, especially by children. She was not sure that the intersection <br />improvements proposed at the Bernal Avenue/Pleasanton Avenue intersection fully <br />addressed that issue. There had been a mention of having a pedestrian overpass to get <br />there, which would be very expensive. She suggested that the EIR look at the possibility <br />of having a traffic light crossing versus the overpass. She noted that the shazed parking <br />around the cultural arts center could also serve as parking for the train station if the <br />pedestrian overpass or light were to be installed.
