r.., In response to an inquiry by Commissioner Fox regarding whether the daycaze facilities <br />would be a private enterprise or leased from the City, Mr. Rasmussen replied that the <br />City could partner with a childcare provider and that the Council would have to decide <br />how that use of City land would work. He added that the 4-H Club was another example <br />of where the City would typically have the least amount of involvement, but some <br />partnership with the City could occur for the purpose of presenting agricultural education <br />to the children. <br />In response to an inquiry by Commissioner Fox regazding whether the proposed <br />Pleasanton Avenue extension traffic circles would stay or be removed as the project <br />moves ahead, Mr. Rasmussen replied that the Council discussed this. In the interest of <br />safety and slowing traffic, the Council seemed to support roundabouts at the Bernal <br />Property. Council also requested a design of the roundabouts that would accommodate <br />the bicycle traffic in a safe way. <br />Commissioner Roberts noted that a raised bicycle azea would be placed around the <br />roundabouts for safety and inquired whether that would be part of the EIR. <br />Mr. Rasmussen noted that there was some discussion about the roundabouts, which were <br />designed so that the bike lanes were not down with the automobile traffic. He noted that <br />was a good example of a comment germane to safety that should be adequately addressed <br />in the EIR and suggested that the Commission submit that comment. <br />In response to an inquiry by Commissioner Roberts regazding how children would get <br />~ across Pleasanton Avenue, Mr. Rasmussen replied that the Specific Plan includes a detail <br />of the intersection of Pleasanton Avenue and Bernal Avenue that includes a traffic signal, <br />and the Master Plan shows a major reconfiguration of that intersection. <br />In response to an inquiry by Commissioner Blank regazding the grass used on the sports <br />fields, Mr. Rasmussen replied that it would not be native grass but would be fertilized <br />turf. <br />In response to an inquiry by Chairperson Arkin regarding the timetable of this agenda <br />item, Mr. Rasmussen replied that it would probably come back to the Commission for <br />recommendations in April. <br />There would be public hearings for all three of the project documents. He noted that the <br />four primary impacts areas were traffic, auto and spectator noise, light from the sports <br />fields, and view protection. The Specific Plan included a number of policies and <br />programs intended to resolve these impact areas and others as well. He noted that <br />March 23, 2006 was the last day to submit EIR comments and that a citizens' vote could <br />potentially be held in November 2006.
