t Commissioner Blank noted he wanted to ensure that the issue of the pedestrian bridge <br />was included in the EIR. <br />Mr. Rasmussen noted a request for an environmental analysis of a possible pedestrian <br />crossing maybe suggested at this meeting or submitted in writing within the next month. <br />Commissioner Blank suggested that the EIR contemplate the possibility of a series of <br />pedestrian bridges throughout the Specific Plan azea east of I-680, particularly to protect <br />young pedestrians. <br />Commissioner Maas agreed with Commissioner Blank's suggestion <br />A discussion of the pedestrian bridge possibilities ensued. <br />Mr. Grubstick pointed out the temporazy signal at the entrance to the western parcel on <br />the overhead screen and noted that it accommodated motorists leaving the Windsor <br />development across the street. When the second Bernal Avenue bridge is built, that <br />intersection will be enlarged, and there will be a new signal to accommodate the new <br />intersection. In addition, there will be a signalized intersection near the cloverleaf <br />off-ramp from the freeway, near the possible Pazk-and-Ride lot. <br />Commissioner Fox noted that with respect to "Aesthetics and Visual Resources" on <br />page 37, two types of vantage points were described (4 and 5) along Bernal Avenue. She <br />would like to see a new vantage point between 4 and 5 looking toward the Ridge. She <br />would also like to see the backdrop of the lights against the Ridge. <br />Commissioner Fox commented that the lighted sports fields along I-680 could be <br />blinding from a certain area and inquired whether for aesthetics, visual resources, and <br />safety, aworst-case scenario could be examined to ensure there were no traffic hazards <br />created on I-680 before the trees grow in. <br />With respect to noise (Item J), Commissioner Fox expressed concern about the <br />ramifications of the word "stadium" and the implication of more intense crowd noise. <br />She would like a more precise definition of a stadium with respect to projected seating <br />capacity and would like more discussion with respect to the amphitheatre and the noise <br />generated by a capacity crowd, particularly with respect to the Noise Element of the <br />General Plan. <br />Commissioner Maas noted that the noise reading could dictate the size of the seating <br />azea. <br />Commissioner Fox noted that the sports field maintenance may cause the lighted sports <br />fields to be lit in the early morning hours.
