noted that the fourth field was being stubbed out with electrical connections; one of the
four fields would be a small baseball stadium. A combination lacrosse/football field
would be created as well. Facilities to accommodate these uses would be located
throughout the grounds, and parking would be located on the perimeter for proximity to
the uses, but there would be no automobile traffic going through the middle of the site.
In response to an inquiry by Chairperson Arkin regazding whether any botanical gazdens
would be included, Mr. Rasmussen noted that would be an appropriate use in open space
azeas or in the agricultural azeas.
In response to an inquiry by Commissioner Maas regarding whether the Gazden Club
may become involved in recommending appropriate gardens for this site, Mr. Rasmussen
noted that would be possible. He noted that the major facilities within this site would be
planned in the future in more detail by master plans.
In response to an inquiry by Commissioner Blank whether the soccer fields would be lit,
Mr. Rasmussen replied that all of the fields are to be lit, with the possible exception of
the informal baseball field.
Commissioner Blank noted that in his presentation, Mr. Rasmussen had indicated that
there would be a soccer stadium, soccer fields, the four baseball fields, and a lacrosse
field; however, the Plan indicated the soccer stadium would also be used for lacrosse. He
inquired whether there would be a conflict in that regazd. Mr. Rasmussen noted that if
~ the report read that way, it was an error and should be corrected.
In response to an inquiry by Commissioner Blank regazding whether there would be
room where spectators could sit, Mr. Rasmussen replied that seating areas were to be
included and would be planned in more detail during the PUD process.
In response to an inquiry by Commissioner Blank regazding whether the Plan precluded
the City from stating that any buildings or structures would be built in a certain way to
accommodate certain technologies, Mr. Rasmussen confirmed it did not.
In response to an inquiry by Commissioner Fox regarding the difference between a
stadium and a field and whether a stadium implied permanent, elevated seating,
Mr. Rasmussen replied that the seats would probably be permanent, that the seats would
number in the hundreds, and that the soccer stadium field may be anall-weather field.
He noted that if the Commission had concerns about the size, it could make a
recommendation to the City Council regarding seating limitations. He noted that the
stadium would accommodate major games such as playoffs.
In response to an inquiry by Commissioner Fox regarding when it was decided to include
a thousand-seat amphitheater, Mr. Rasmussen replied that the Bernal Property Task Force
used this size as an example. He added that had never been changed and that it was a
fairly standazd size.

PLANNING COMMISSION MINUTES February 22, 2006 Page 4 of 21
