and odor were difficult to accomplish and that hardness was being addressed by the <br />Zone 7 Wellhead Demineralization Project. <br />Page VI-10 <br />Commissioner Blank would like to see some description and awazeness of the flood area <br />if the Del Valle reservoir were to give way. Ms. Stern replied that was listed under the <br />Public Safety section. Commissioner Blank believed that would be a good subject for a <br />public awazeness program. <br />Commissioner Blank suggested the following language to be added, "In the future, the <br />City will continue to cooperate with Zone 7 to improve and maintain the flood control <br />system ... and continue to increase public awareness around this issue." The <br />Commission concurred with that addition. <br />Part VI-13 <br />Commissioner Fox expressed concern about Pleasanton's rating of 8 out of 10 (1 being <br />best) by FEMA. In response to her inquiry regarding whether the General Plan contained <br />a map of the flood plains, several Commissioners confirmed that it did. <br />Commissioner Fox believed the City should state a policy to improve the FEMA rating. <br />Ms. Stern advised that should be in the Public Safety Element, but would confer with <br />Mr. Cusenza to craft language to include in this element. <br />Mr. Cusenza believed the "8" rating was due to the hundred-yeaz flood and added that <br />Zone 7 was in charge of the operation and maintenance of the arroyos. He noted that <br />Zone 7 was in the middle of a stream management master plan and that an environmental <br />document was being prepazed for that. He noted that the most cost-effective and <br />appropriate approach with respect to the hundred-year flood would be to use the Chain of <br />Lakes, which would relieve much of the area in Pleasanton. <br />Part VI-16 <br />Commissioner Fox believed that part of Ruby Hill was served by the Livermore School <br />District. <br />Commissioner Roberts noted that the affected families go to schools in Pleasanton but <br />cannot vote for the Pleasanton school boazd. <br />Commissioner Fox wished to address the paragraph about the School District projecting a <br />school enrollment decrease, which projected its greatest overall enrollment for 2007 <br />dropping off due to aging population trends. <br />Commissioner Roberts did not believe that pazagraph should be included. <br />PLANNING COMMISSION MINUTES February 22, 2006 Page 15 of 21 <br />
