(^ THE PUBLIC HEARING WAS OPENED. <br />John Barton, project architect, apologized for quality of the visuals. He noted that the site <br />started to slope up towards the back of the site, severely at the back lot line, which was <br />also heavily vegetated. He noted that the house was designed as aone-story structure to <br />keep a low profile and that it was well under the height limit. He noted that it was <br />designed to break down the massing into smaller elements so it would not be <br />overwhelming from any vantage point. He agreed with staff's conditions. <br />THE PUBLIC HEARING WAS CLOSED. <br />In response to an inquiry by Commissioner Maas regarding the home's siting and color <br />scheme, Ms. Decker confirmed that it fit the spirit and the letter of the Foothill Corridor <br />Overlay District and the PUD Design Guidelines. Commissioner Maas complimented the <br />azchitect on a beautiful design. <br />Commissioner Roberts noted that the architect was trying to make the landscaping in the <br />back yazd as natural as possible. <br />Commissioner Fox noted that she would be more comfortable if the side of the house <br />shown in View C of the visual exhibits minimizes the visibility from I-580. She did not <br />know whether the oak tree was sufficient. <br />Chairperson Arkin suggested that a condition be added to ask staff to examine that issue <br />and to work with the applicant if additional screening was required. He did not believe <br />there was sufficient information to determine whether more trees were needed. <br />Ms. Decker suggested the following condition: "The applicant shall work with staff to <br />provide adequate screening with native materials to screen both sides of the house from <br />I-580, subject to review and approval by the Planning Director." <br />The Commission agreed with that condition. <br />Commissioner Roberts moved to approve PDR-491, subject to the conditions of <br />approval as listed on Exhibit B of the staff report, as recommended by staff, with <br />the modifications that: <br />1. Conditions Nos. 16, 18, and 41 through 45 be deleted as they are not <br />applicable to this project; and <br />2. the applicant work with staff to provide adequate screening with native <br />materials to screen both sides of the house from I-580, subject to the review <br />and approval of the Planning Director. <br />Chairperson Arkin seconded the motion. <br /> <br />PLANNING COMMISSION MINUTES January 11, 2006 Page 3 of 19 <br />
