RECOMMENDATION <br />1. Find that the project would not have a significant effect on the environment and <br />adopt a resolution approving the attached draft Negative Declaration; <br />2. Find that the proposed PUD rezoning and development plan are consistent with the <br />General Plan, North Sycamore Specific Plan, and purposes of the PUD ordinance; <br />3. Make the PUD findings for the proposed development plan as stated in the June 27, <br />2007, Planning Commission staff report (Attachment #5); and <br />4. Introduce the attached draft ordinance approving Case PUD-65, rezoning the 5998 <br />Sunol Boulevard property to PUD-Office and development plan approval for 5980 <br />and 5998 Sunol Boulevard, subject to the Conditions of Approval, Exhibit "B." <br />FINANCIAL STATEMENT <br />The proposed project would be responsible to pay fees and the costs of any required <br />utility or infrastructure improvements. The project would incrementally increase the <br />demand for City services and would add sales and property tax revenue. Staff believes <br />that the net fiscal impact to the City resulting from the proposed project would be <br />positive. <br />BACKGROUND <br />The subject application consists of two parcels. The southernmost subject property, <br />5980 Sunol Boulevard, is located within the North Sycamore Specific Plan (NSSP) area. <br />Zoning for the 5980 Sunol Boulevard property as specified in the North Sycamore <br />Specific Plan is the Planned Unit Development -Office (PUD-O) District. The NSSP <br />designated three parcels for office development. The subject development plan <br />application is the second submitted for one of these office designated parcels. The <br />6088 Sunol Boulevard office building, located at the southeast corner of Sunol <br />Boulevard and Sycamore Road, was the first office development in the NSSP area. <br />The northernmost subject property, 5998 Sunol Boulevard, is zoned Office District and <br />previously contained a small office building that was demolished in 1997 and the <br />property has been vacant since that time. <br />SITE DESCRIPTION <br />The southernmost, 5980 Sunol Boulevard property currently contains a vacant, <br />dilapidated single-family home and accessory structure. The buildings are currently <br />vacant. Vehicular access to this flag-shaped property is provided by two driveways off <br />Sunol Boulevard. The northernmost, triangular-shaped, 5998 Sunol Boulevard property <br />previously contained a small office building and parking lot that were demolished in <br />1997. This site is currently vacant. An existing driveway off Sunol Boulevard provides <br />vehicular access to this site. Sycamore Creek traverses the northern portion of the site. <br />There are no paved drive aisles on the subject properties with the exception of two short <br />driveway sections off two of the Sunol Boulevard curb cuts. There are no paved drive <br />aisles or parking spaces on the properties. The properties have flat to gently sloping <br />Page 2 of 7 <br />
