Mr. Iremonger informed the Commission that additional revenues received from the rate increases would <br />help reduce the amount of time that the City's General Fund subsidizes golf course debt service. John <br />Renslow, General Manager at Callippe Preserve, discussed the number of rounds being played at the <br />course, indicating that the proposed rate increases would likely not erode those rounds. Commissioner <br />Pentin questioned the number of rounds projected, and Commissioner Kinzer asked about the debt service <br />and use of the additional revenue. <br />Commissioner Dibiase had questions for Mr. Renslow pertaining to senior rates, and whether seniors use <br />golf carts. He was concerned about the combined fees for seniors being $40 for weekday play. <br />Vice-Chairperson Kummer was in agreement with Commissioner Dibiase regarding rates for seniors, and <br />questioned whether there was ever the possibility of "rolling back" fees. <br />After discussion, a motion was made by Commissioner Pentin, seconded by Commissioner Dibiase, to <br />approve the green fee and golf cart rental fees for Callippe Preserve Golf Course, effective July 1, 2007. <br />ROLL CALL VOTE: <br />AYES: Commissioners Dibiase, Kinzer, Pentin, and Vice-Chairperson Kummer <br />NOES: None <br />ABSENT: Chairperson Ellgas <br />ABSTAIN: None <br />D. Review of Proposed Modifications to the City's Facility Management Plan and Rental <br />Fees <br />Ms. Hofstadt informed the Commission that the Department of Parks and Community Services manages a <br />number of City facilities for community use and private rentals, including the Senior Center, Veterans <br />Memorial Building, Century House, and the Amador Recreation Center. The last time a comprehensive <br />review of rental fees was conducted was in October 1997, when modifications were made only to the <br />hourly rates for the basic fee (first six hours of use). <br />Ms. Hofstadt advised that in fa112006, staff from several City departments met and drafted proposed <br />revisions to the rental use protocols and policies. The primary intent was to better address the on-going <br />challenge of maintaining safe and clean facilities, managing alcohol use and impacts, reducing liability, <br />and ensuring attendee safety. She reviewed the Service Policies and Procedures, which included rental <br />period, facility security, alcohol use, and rental fee rates. <br />The Commission reviewed with staff how they would enforce a "last call" rule for alcohol consumption, <br />and the requirement for building attendants. Commissioners also had questions regarding the recovery of <br />direct costs. <br />Vice-Chairperson Kummer opened the meeting for public comment at 10:00 p.m. <br />Judith Geiselman, 2602 Glen Isle Ave -was happy to see that the City has decided to modify the City's <br />Facility Management Plan and Rental Fees.
