BACKGROUND <br />On June 19, 2007, City Council approved and awarded a construction contract to <br />Vanguard Construction in the total contract amount of $247,850. The subject project <br />consists of the replacement of 3,300 L.F. of curb and gutter, 4,300 S.F. of <br />sidewalk/driveway, and installation of five access ramps on Black Avenue, Division <br />Street, Saint Mary Street, Bonita Avenue, and Stoneridge Drive. <br />Typically, the curb and gutter project is initiated prior to the City repaving a street. Prior <br />to the start of work, the street maintenance crews do minor street repairs, followed by <br />the concrete contractor who replaces curb, gutter and adjacent sidewalks that are <br />damaged. Then, a separate contractor repaves the street with asphalt pavement. However, in some instances, instead of <br />grinding out the old pavement, the entire street width is overlaid extending the <br />pavement into the curb and gutter pan (see figure 2). Each time the street is <br />resurfaced, additional pavement is added to the gutter pan and the curb height gets <br />Page 2 of 3 <br />
