smaller and smaller in relation to the level of the roadway. In such instances, the old
pavement needs to be removed prior to curb and gutter work.
On Black Avenue the old pavement was successfully removed, allowing reuse of the
existing curb and gutter, at a significant cost savings. In removing the pavement in the
gutter pan on Division Street, it was discovered that the existing curb and gutter was not
monolithic (i.e. built as a single unit). Instead, the gutter was constructed independent
of the curb, and in fact, the gutter portion has settled. Additionally, the pavement
thickness constructed over the concrete gutter varies from 1 inch to 5 inches and the
curbing was constructed 8 inches tall instead of 6 inches (see Figure No. 3). As a result
of this discovery, greater quantities of asphalt and additional curb, gutter and adjacent
sidewalk and driveway, will need to be removed and replaced. The estimated cost of
this additional work is $65,000, the anticipated amount of proposed Change Order No.1,
to the Vanguard Construction contract. Staff recommends authorization to execute this
Change Order and the transfer of $65,000 from the Annual Street Resurfacing project
and leaving intact the original project contingency amount of $49,550 for additional work
or changes that occur during the construction phase.
Schedule
The proposed schedule for subject projects is as follows:
Approval of Plans & Specifications and Award of Contract:
Start of Construction:
End of Construction:
Submitted by:
~~`~~
Rob Wilson
Public Works Director
Fiscal Review:
David P.
