BACKGROUND <br />Staff from the City and representatives of the Board of Directors from the Amador <br />Livermore Valley Historical Society (ALVHS), operator of the Museum on Main Street, <br />have been pursuing a joint effort to enhance and expand the interpretive programming <br />and administrative operations of the City-owned Alviso Adobe Community Park <br />(currently under construction). City staff and ALVHS representatives met regularly over <br />the past 18 months to develop a vision and operational plan to fulfill that desire. During <br />the course of the discussions, staff conducted an analysis of the pending interpretive <br />planning and operational costs (including staffing) of the proposed park. It became <br />clear that a collaborative relationship with ALVHS would result in significant staffing and <br />financial savings to the City, and provide a broader and richer selection of <br />programming/staffing opportunities for both Alviso Adobe Community Park and the <br />Museum on Main Street. The attached Contract and Scope of Work reflects the effort <br />and agreed-upon outcomes of those meetings and analyses. <br />The ALVHS Board of Directors, on June 14, 2007, reviewed and approved the proposed <br />Agreement. <br />DISCUSSION <br />The proposed Agreement commences July 1, 2007, and expires June 30, 2008. It <br />could be extended for an additional three (3) years, contingent upon ALVHS' <br />performance and the City Council's approval of sufficient funding in subsequent years. <br />Funds for the first and potential second year of the Agreement are included in the FY <br />2007/08 and FY 2008/09 Operating Budgets. <br />For the services rendered (as delineated in the attached Scope of Work) the City would <br />pay ALVHS an initial payment of $34,701 on or before July 27, 2007. Thereafter, <br />beginning on October 1, 2007, ALVHS would invoice the City $11,567 per month. Total <br />compensation shall not exceed $138,805 for the first year of service. This arrangement <br />is designed to facilitate the recruitment of an executive director for ALVHS, and the <br />initiation of operations as outlined in the Scope of Work. <br />The Agreement takes the place of any previous grants and contracts between the City <br />and ALVHS, and represents the total compensation to be paid for the services provided. <br />Scope of Work <br />The Scope of Work outlines aclose/collaborative working partnership between the City <br />and ALVHS. Services to be provided by ALVHS are divided into three (3) major areas: <br />Program Planning and Design Services <br />In consultation with the City Naturalist and Environmental Education Supervisor, ALVHS <br />staff shall design an annual interpretive plan for Alviso Adobe Community Park. The <br />Plan shall be completed by spring each year, for implementation by City staff during the <br />following academic year.
