operations of the Collector. Said charges shall not exceed the <br />original purchase price of the container, plus reasonable service <br />and delivery charges. <br />11.3 The Collector shall provide large-capacity <br />containers (bins) as available, for mechanical loading wherever <br />patrons so request their use, and the cost of disposing of refuse <br />from said container shall be in accordance with the rates <br />established by the City Council. Each container provided shall <br />have the Collector's name, or company name, placed and maintained <br />on one or more locations on the outside. The Collector shall <br />regularly inspect all large-capacity containers and repair or <br />replace any damaged containers. Said containers, excepting <br />"roll-off" containers, shall be equipped with lids which shall be <br />kept in working order at all times. <br />11.4 In the event that a resident or property owner <br />elects to utilize a large-capacity container other than one <br />leased by Collector, the Collector shall be required to dispose <br />of refuse from said container provided that said container is <br />compatible with the disposal equipment utilized by the Collector. <br />SECTION 12 - TITLE TO REFUSE <br />Title to refuse collected by the Collector shall pass to the <br />Collector at the time the Collector takes physical possession of <br />said refuse.
