<br />A fairly lengthy discussion ensued between the applicant, the Planning <br />staff and the Commissioners. The applicant was agreeable to a continuance <br />and upon motion of Commissioner Carrigan, seconded by Commissioner Gibbs, <br />and carried, the Public Hearing was closed. <br />Upon motion of Commissioner Arnold, seconded by Commissioner Antonini, and <br />carried, the following resolution was adopted unanimously. <br />RESOLUTION N0. 865 <br />WHEREAS, the application of Spivak-Bollinger Development <br />Company to rezone from an A (Agricultural) <br />District to a C-N (Commercial Neighborhood) <br />District, that property described ae Parcel 15 <br />of Assessor's Map Book 946, Block 1100, containing <br />1.37 acres, ire or leas, and bounded by Santa <br />Rita Road and Tassajara Road, has come before <br />this Co®iasion, <br />NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City <br />of Pleasanton hereby continues RZ-69-5, until <br />the meeting of April 9, 1969. <br />b. UP-69-5, William S. Carnazzo, M. D. <br />Application of Dr. Carnazzo to permit the use of a single-family residence <br />at 1598 Santa Rita Road to conduct the practice of medicine. <br />Chairman Plato opened the Public Hearing. Acting Secretary Aiello read the <br />staff report and explained that the use of a single-family home for the <br />practice of medicine was not permitted under Section 4.102 and 4.103 and <br />Article 19 of the Zoning Ordinance.. <br />Mr. John P. Corley, representing Dr. Carnazzo, spoke in his defense. He <br />included in his remarks the fact that Dr. Carnazzo did a lot of emergency <br />work for other physicians in the area, that he only received phone calla at <br />home, but did not see any patients in his home on a regular basis. Mr. Corley <br />felt that the services of Dr. Carnazzo were very valid and necessary for <br />Pleasanton. There was some discussion between Mr. Corley and City Attorney <br />William Hirst, and Mr. Hirst concluded that it was up to the Commissioners <br />to approve or deny the application, as he could see that if they chose to <br />approve the application, there were valid reasons that could be supported <br />by the Zoning Ordinance. <br />Commissioner Antonini did state that at the joint meeting of the Planning <br />Commission and City Council on Home Occupations, the Commission was directed <br />by Council to discourage home occupations. <br />A Mrs. Dorothy Rose of 3640 Santa Rita Road, spoke in defense of Dr. Carnazzo, <br />feeling that his services were ire beneficial to the community than his <br />use of a single-family dwelling for his practice. <br />Acting Secretary Aiello clarified the issue involved for the Commissioners. <br />Upon motion of Commissioner Arnold, seconded by Co®issioner Carrigan, and <br />carried, the Public Hearing was closed, <br />Upon motion of Commissioner Antonini, seconded by Commissioner Arnold, the <br />following resolution was offered: <br />RESOLUTION NO. 866 <br />WHEREAS, the application of Dr. Carnazzo to permit the <br />use of a single-family residence at 1598 Santa <br />Rita Road to conduct the practice of medicine, <br />has cone before this Commission, <br />- 2 - <br />
