<br /> <br />The representative of the applicant, offering no objections, upon motion of <br />Commissioner Gibbs, seconded by Commissioner Arnold, and carried, the Public <br />Hearing was continued. <br />Mr. George Oakes stood up and explained that he felt a study at this time of the <br />regional shopping center sites would be premature and requested permission to <br />bring in his study with the number of people estimated to be in the area in <br />years to come. <br />Upon motion of Commissioner Arnold, seconded by Co®issioner Gibbs, and carried, <br />the following resolution was adopted unanimously. <br />RESOLUTION N0. 896 <br />WHEREAS, the application of Spivak-Bollinger Development <br />Company to rezone from an A (Agricultural) <br />District to a C-F (Commercial Freeway) District <br />that property described as Parcel 15 of Assessor's <br />Map Book 946, Block 1100, containing 1.37 acres, <br />more or less, and bounded by Santa Rita Road <br />and Tassajara Road (Public Hearing continued from <br />April 23, 1969). <br />NOW, THEREFORE BE IT RESOLVED, that RZ-69-5 be continued to the <br />regular meeting of the Planning Commission on <br />June 25, 1969, to permit the Planning staff to <br />conduct a study on service station sites and the <br />feasibility of locating a regional shopping center <br />at the intersection of Santa Rita Road and West <br />Las Positas Boulevard. <br />b. UP-69-9, Rinker Development Comnanv <br />Application to allow the construction of a service station on the southeast corner <br />of HoPSn rd Road and Interstate X580, containing .64 acres, more or-less, in a <br />C-F (Commercial Freeway) District (Public Hearing continued from April 23, 1969). <br />Chairman Plato opened the Public Hearing. Mr. Castro demonstrated to the <br />Commissioners a revised plan showing a modification in the driveways for the <br />service station site. The Planning Director advised the Commissioners that it <br />should be made clear to the applicant that the overall site plan is to be part <br />of the service station approval insofar as to how the service station will be <br />integrated with the proposed motel complex. It is also recommended that the site <br />plan be labeled Exhibit A and that as subsequent portions of the project are <br />built, said phases of development shall conform substantially with the approved <br />exhibit. <br />If this condition is understood by the applicant and the Commissioners, then the <br />staff feels that a favorable recommendation can be made to allow the complex to <br />be built in stages. However, this point must be stressed to Rinker Development <br />Company. <br />The Planning Director advised his concern regarding the parking provided between <br />the service Station and the restaurant or motel although approval for the <br />overall complex will be subject to the submission of the design plans as approved <br />and reviewed by the Design Review Board. <br />Mr. Phillip Smith, representing Rinker Development Company, was in the audience <br />and concurred with the comments made by Mr. Castro, as well as with the staff <br />report. Chairman Plato had a question regarding the timing for the completion <br />of the rest of the complex. Mr. Smith explained that the motel business is a <br />very "tough" business and that it takes a long time to put any complex together. <br />A reasonable time table for the complex would be three to four months for the <br />service station to go into construction, within nine months for the restaurant <br />and one year for the first phase of the motel to begin. <br />- 2 - <br />
