._ -. <br />Mr. George Oakes, representing the applicant, then addressed the Commission, <br />advising them that the matter before them was a matter of housekeeping. In the <br />course of the expiration of the old maps, they had met with City Council and <br />established the agreement for the 1,218 units for the Fairlands tract. The State <br />had required a portion of that area for a frontage road and in so doing, had <br />taken a considerable portion of the multiple development as originally planned. <br />Mr. Oakes informed the Commission that this would be the last extension of this <br />map. The approximate amount of square footage would be 2,000 sq.ft. of land <br />per unit. <br />Mr. Oakes made reference to Gulfstream Street and felt that this alignment should <br />not be continued up to the frontage road. It was Mr. Oakes' opinion that the <br />discontinuance of Gulfstream Street to the frontage road parallel to ~k580, would <br />be eliminated with the improvement of the easterly adjoining property when it <br />develops. Mr. Oakes further stated that in his opinion if Martin Avenue were <br />to be continued north on the easterly adjoining property, that that alignment, <br />coupled with Fairlands Drive and West Iss Positas Boulevard, would provide the <br />necessary access to Santa Rita Road or Interstate 1580. <br />Mr. Robert Pearson was in attendance and spoke in opposition of this rezoning <br />application. Firstly, he inquired of the staff if this application was a PUD <br />amendment. The answer was affirmative. <br />He then inquired about the necessity of a preliminary development plan. Mr. Pearson <br />inquired after the agreement made between the City and the developer where it <br />states the developer could utilize all 1,218 units. The City Attorney replied that <br />he was not aware of any such document. Mr. Oakes then advised the Commission <br />that an original resolution was approved by Council in 1964 and that he had copy <br />of this information together with a letter from the City Manager stating this <br />fact. <br />Mr. Pearson then refuted the claim to the 1,218 units. He made reference to the <br />fact that this was the third rezoning application in the Fairlands development since <br />he moved into the area. <br />Another cause of dissension was the matter of the access road to the freeway. <br />Mr. Oakes again stated his reasons for the discontinuation of Gulfstream Street. <br />It is planned to have Martin Avenue run from Mohr Avenue up to the extension of <br />Fairlands Drive, connecting to the frontage road and thence to the highway. <br />Mr. Oakes feels that Martin Avenue should connect with another street running up to <br />the frontage road. Mr. Alan Campbell disagreed. Chairman Garrigan felt that <br />preliminary development plans should be submitted at this stage before the Commission <br />could proceed in the matter. <br />Upon motion of Chairman Garrigan, seconded by Commissioner Pons, the Public Hearing <br />was continued. <br />Upon motion of Chairman Garrigan, seconded by Commissioner Pons, and carried, the <br />following resolution was adopted unanimously. <br />RESOLUTION N0. 934 <br />WHEREAS, the application of First Pleasanton Investors <br />to rezone by amendment to the original P.U.D. <br />from the RM-2500 and R-1-6500 Districts to <br />the C-F and RM-2000 District, that property <br />described as Parcel 2-9 of Assessor's Map <br />Book 946, Block 1101, containing 11.7 acres, <br />more or Leas, and a portion of Parcel 6, <br />Assessor's Map Book 99-B, Block 395D, Page 1, <br />containing 9.1 acres more or less, or more <br />commonly known as that property immediately south <br />of Highway 1580 and east..6f Tassajara Road, <br />Pleasanton, has come before this Commission, <br />- 4 - <br />
