RZ-69-13, Mackav Homes <br />Application of Mackay Homes to rezone from the A (Agricultural) District to the <br />C-N (Neighborhood Commercial) District, RM-1500 (Multiple Family) District, <br />RM-4000 (Multiple Pamily) District and the R-1-6500 (Single Family) District, that <br />property gaierally located between the Arroyo del Valle and Hansen Drive, and west <br />of Valley Avenue, said property being a portion of Tract 2905. <br />Chairman Garrigan opened the Public Hearing. Commissioner Pona had a question <br />regarding the amount of acreage for the shopping center, and received an answer <br />of 8.1 gross acres from Mr. Ted Fairfield, engineers on this submittal. <br />Mr. Fairfield explained why the rezoning was before the Commission at this late <br />date, advising that the rezoning action is necessary to legalize the rezoning <br />approvals previously given. The third rezoning request will go before the Commission <br />next year. The question of the school site will go before the Commission in <br />November as part of the tentative map expiration. At the time the revised tenta- <br />tive map is submitted, this matter will be explained in much greater detail. <br />The largest problem concerned the shopping area due to the fact that several other <br />shopping centers had already been committed to by the Commissioners, these being <br />D. & V. Builders and Besco's development. The engineer advised the Commission <br />that it was estimated that a total population of 8,000 was planned for the immediate <br />area. The Planning Director explained the last paragraph of the staff report and <br />advised that a study was underway, It was suggested that a market analysis by the <br />developer be undertaken. Mr. Castro advised the Commission that his main concern <br />regarding the neighborhood shopping centers was with D. & V. Builders' development, <br />although the entire commercial acreage encompassed by the three neighborhood centers <br />should be reviewed and related to each other. Mr. Fairfield spoke in favor of <br />the proposal, ending with the remarks that the site had tremendous flexibility, <br />and can be ,justified on its own merits. <br />Upon motion of Commissioner Pons, seconded by Commissioner Gibbs, and carried, the <br />Public Hearing was closed. <br />Commissioner Pons stated that when the Advisory Committee to the General Plan <br />was in session, they made surveys on this natter, and discovered that people <br />preferred having the larger shopping facilities such as the Amad®r Center. <br />Commissioner Gibbs stated he would like to give some thought to the size of the <br />shopping center in order to play fair with everybody. <br />Considerable dlscussion followed concerning this shopping area, as well as that of <br />Besco's and D. & V. Builders'. <br />Commissioner Pereira expressed concern for the close proximity of these facilities <br />in the immediate vicinity. <br />Mr. Castro advised that another solution to the problem would be that at such time <br />as the developer comes in for final review, that a request be made to conduct <br />a market analysis to see if the population would support this shopping area. <br />Mr. Fairfield felt that it would be undesirable to zone an area and leave certain <br />spots unzoned. This causes problems. <br />There being no further discussion, upon motion of Commissioner Pons, seconded by <br />Chairman Garrigan, and carried, the following resolution was adopted unanimously. <br />RESOLUTION N0. 933 <br />A resolution of the Planning Commission of the <br />City of Pleasanton recommending to the City <br />Council the approval of Zone Change No. 69-13, <br />filed by Mackay 6~ Somps in behalf of Mackay <br />Homes. <br />- 2 - <br />
