~.
Ayes: Commissioners Antonini, Gibbs,
Pereira, Pons, Chairman Carrigan
Noes:
Absent:
Abstain:
Attest: Secretary Castro
c. Sec. 2.112, Zoning Ordinance No. 520
Application of the Planning Commission for an amendment to Sec. 2.112 of Zoning
Ordinance No, 520 regarding frontyard setbacks for storage of vehicles other than
automobiles. (Public Hearing continued from September 10, 1969).
Chairman Carrigan opened the Public Hearing. The Planning Director submitted
a draft of the amendment as suggested by the City Attorney. There were no
questions, therefore, upon motion of Commissioner Antonini, seconded by
Commissioner Pereira and carried, the Public Hearing was closed.
Upon motion of Chairman Carrigan, seconded by Commissioner Pereira, and carried,
the following resolution was adopted unanimously.
RESOLUTION NO. 949
WHEREAS, the application of the Planning Commission
for an amendment to Sec. 2.112 (e ), Zoning
Ordinance No. 520, has come before this Commission,
NOW, THEREFORE BE IT RESOLVED, that the Planning Commission hereby
approves said amendment as net forth in the
report of the City Attorney dated September 24, 1968.
d. RZ-6 -1 American Forest Products
Application to rezone from the A Agricultural) District to the C-C (Community
Commercial) District that property described as Parcel 3-4 of Assessor's Map
Book 946, Block 3295, containing 7.25 acres, more or less. (Public Hearing
continued from August 27, 1969).
Chairman Carrigan opened the Public Hearing. Mr. Walter Johnson, Jr.,
representing the applicant, spoke in favor of the change in zoning. He re- .
quested some further suggestions from the Planning staff and wanted some
definite word from the Commission either one way or the other so that they
could follow some course of action. The Planning Director stated that at this
point in time, he could not really recommend anything, further stating that the
staff does attempt to keep the Commission aware oP the various problems that
exist not only in the immediate area but in that general planning area of the
City. Essentially, the recommendation was to split the Western Sierra site into
two parcels, one area as a C-S District to accommodate the service station and the
hardware retail-wholesale store now existing, and the balance of the property
to be zoned multiple. The Planning Director expressed concern regarding the
amount of commercial land existing in the area. They are aware of the report
made by the Advisory Committee to the General Plan Review Committee, where
definite conclusions were reached by that board.
Mr. Percival Swcales of Essenar Investments, developers of the Amador Center across
the street, spoke in opposition of expansion of the Western Sierra lands.
He felt that competition should not come from that source.
A short exchange followed between Mr. Johnson and Mr. Scales. There being no
further comments, upon motion of Commissioner Pereira, seconded by Commissioner
Antonini, and carried, the Public Hearing was closed.
Commissioner Pereira -had opinions regarding additional commercial. Made
reference to a communication he received from a small businessman in the Amador
Center who felt the expansion oP Western Sierra's business would be detrimental to
his business.
Commissioner Antonini made reference to spot zoning, and that perhaps this rezoning
request had some merits, and that perhaps this rezoning should be granted.
Commissioner Gibbs would like another chance to consider this item. Would like
to continue this item.
-4-
