<br />RESOLVED, that the Planning Commission does hereby recommend for approval by the
<br />City Council the application of the Planning Commission for rezoning from
<br />R-1 (Single-Family Residential) District to RG-15 (Residential Garden Apartment--
<br />1500 Square Foot Minimum per Dwelling IInit) District the following described property
<br />All that property bounded by Division Street, the Western Pacific
<br />Railroad right-of--way, Rose Avenue, and the Community Commercial
<br />(C-C) District on the west aide of Main Street; and the property
<br />bounded by the Western Pacific Railroad right-of-way, Rose Avenue,
<br />West Angela Street and Augustine StreeY..
<br />Vice-Chairman Landon opened the public hearing on the application of Harper and Row
<br />Publishers, Inc., 2500 Crawford Avenue, Evanston, Illinois, for a Zoning Permit,
<br />with Site Plan and Architectural Approval and Performance Standards Approval, in
<br />order to construct a West Coast Distribution Center and Office Building on the
<br />Pleasanton-Sunol Road, in an I-P (Industrial Park) District. Mr. Fales was called
<br />upon to present the staff report, and stated that Mr. Fred C. Kramer, architect for
<br />Harper and Row, has been in contact with him in person and by telephone. Mr, Falea
<br />presented to the Commission the plot plan of the site which includes sales head-
<br />quarters for the West Coast operation of the company and a warehouse facility. In
<br />addition to the warehouse facility, this will be a distribution center for books.
<br />Application has not yet been made for landscape approval. Harper and Row will file
<br />for landscape approval before they file for a building permit. The building will be
<br />approximately 40,000 sq. ft,--about 3,000 ft. is allotted for office space and re-
<br />mainder 1e warehouse space. The total budget for the building is almost $600,000.
<br />Tile development will be more than adequate to conform with Ordinance No. 309. Per-
<br />formance standards will be met, and access from the street and setbacks are excel-
<br />lent. With regards to off-street parking, the building requires a minimum of 12
<br />parking stalls for the office function, and requires as additional stall for each
<br />two employees. The site plan shown 18 stalls which will provide the 12 required for
<br />the sales and office function, and the other six will then provide for 12 employees.
<br />If there a*e ire employees, there is room to provide the extra stalls if necessary.
<br />The staff finds the plane to be excellent, coloring of the buildings is attractive,
<br />and the sewer lire is being extended by the City as a mutual benefit project fin-
<br />arced by the City, Mr. Kramer reported by telephone that the principals had orally
<br />signified their intention to finance a 10~*inch water line also as a mutual benefit
<br />district project. Mr, Fales said the staff recommends approval subject to conditions
<br />involving sewer and water, installation of gas, electric and telephone utilities
<br />un&:rground, future development of the remainder of the property, drainage, and that
<br />lan.cJscage approval would be considered at a later date. No one spoke from the aud-
<br />ie-.+ae and Che public hearing was closed. On motion of Commissioner Antonini,
<br />seconded by Commissioner Rega, the following resolution was unanimously adopted:

<br />WHEREAS, said application has been reviewed by the Planning Commission under Section:
<br />19.400 and 19.800 of Ordinance No. 309;
<br />NOW, THEREFORE, BE IT
<br />RESOLVED, that the City of Pleasanton Planning Commission does hereby approve said
<br />application for Zoning Fermit, with Site Plan and Architectural Approval
<br />and Performance Standards Approve 1, with the following conditions attached to said
<br />approval under SecL-ton 39.700 of Ordinance No. 309:
<br />1, Sewer and water util:ties shall be located so as to adequatelq
<br />aen+e the property, to the satisfaction of the City Engineer.
<br />2. Future development. of the remainder of the property, specifically
<br />the westerly pcrtion, shall be subject to the issuance of separate
<br />Zoning Permits in order to i~wae proper site development and
<br />design, vehicular access and narking, landscaping and adherence
<br />to performance standards.
