(2) Revision of the General Plan: The Commission had recommended to the <br />Council that funds be allocated in Che budget to hire a consultant to do <br />this work. There is now $4,000.00 allocated in the 1962-63 Budget to get <br />this study under way, and with matching funds from the Federal Goverffient, <br />this would amount to $12,000,00 The Council has held study sessions on <br />the outline for this study. Many consulting engineering firms are inter- <br />ested in doing the job, Secretary Fales recommended there be one final <br />joint study session of the Commission and Council before proposals are <br />solicited on this project. Obtaining of a Federal grant is usually the <br />responsibility of the consultant hired,. Approximately eight months are <br />normally required to process the application for Federal funds. However, <br />it is possible that the size of the contemplated planning area will qualify <br />ae a regional plan, in which case it is not necessary to go through the <br />State, but directly to the Federal Government, and this might take only <br />about a month. Staff time spent will be added to this amount, and the <br />$4,000.00 may be brought up to $5,000 or $5,500. Thin will probably cover <br />two fiscal years for payment. If the study is not completed after the <br />$12,000.00 is expended, an extension may be granted for more funds to con- <br />tinue to hire the same consultant. In answer to an inquiry by Mr. Ted <br />Fairfield, Mr. Fales said this would undoubtedly be a joint venture by a <br />planning firm and an engineering firm, Upon suggestion by Vice-Chairman <br />Landon, 1t was agreed to ask the Council to set a convenient date for a <br />joint study session on this matter. <br />(3) Recreation and Parks Reyort: Secretary Falea said the Council has requested <br />the setting of a study session on this mstter for their next meeting, <br />September 24. Vice-Chairman Landon suggested a joint study session be held <br />thereafter and subsequently a public hearing. Secretary Falea stated the <br />study session of the Council on next Pianday evening will be publicized, <br />and when the joint study session is held it should be publicized also, <br />(4) Zoning Ordinance Revision: Secretary Fales said there is an increasing <br />number of requests coming before the Commission. There are difficulties <br />in enforcement, due to lack of field personnel. Violations are reported <br />to the City Engineer's Office by City employees in the field (idater, Street <br />Departments, etc.) It would take one full day a week for one employee to <br />check on possible violations. Vice-Chairman Landon inquired if revision <br />of the Zoning Ordinance would be part of the General Plan study. Secretary <br />Falea answered in the affirmative, and stated it is expected. there will be <br />specific suggestions, as a result of this study, for changes in the Zoning <br />Ordinance, but these will be substantive changes. The changes the staff <br />would recommend would be relatively minor changes regarding administration, <br />application and procedure for variances, and other like matters. <br />Vice-Chairman Landon asked for agreement on reasonable dates for advancement on the <br />above projects. It was thought probably the Subdivision Ordinance could be completed <br />in two months. The Parka and Recreation Project should be started by joint Commis- <br />sion and Council study sessions. It was agreed the Zoning Ordinance Revision should <br />be put on the agenda for the first meeting in December, 1962, after engineering and <br />legal consultation. The General Plan Revision would probably take a year to do, plus <br />nix months more for details. <br />Other items for future Commission attention listed by Secretary Falea were: (a) The <br />imminent "Lassen Tract" development. (b) Capital Improuement Program--elated for <br />Spring, 1963. (c) The Council has authorized engineering study on the Arroyo del <br />Valle proposed thoroughfare. (d) Underground utilities, as apart of the Subdivision <br />Ordinance. <br />Vice-Chairman Landon brought up the subject of a street connection between Mirador <br />Court, Adams Court and Rottinger Avenue. He believes this problem should be met now <br />before it develops too far, and remarked that he understands it costa $6,000 to run <br />school buses to Pleasanton Heights. It a street were developed 1n this area it <br />would save school transportation costs. Vice-Chairman Landon then proposed that the <br />City Attorney look into ways that this street could be financed or built. Secretary <br />Falea stated that considerable work has been done on this and a report can be given <br />on the present status of the matter, He also said if it involves property in the <br />City limits there would have to be condemnation of right-of-way. Estimated con- <br />struction of a full 'T" street (Mirador-Adams-Kottinger) would approximate $100,000, <br />exyj.usive of right-of-way.
