MINUTE S of THE METING of THE PLANNING COI~II4ISSION Pleasanton, California September 20, 1962 The regularly scheduled meeting of the Planning Commission was called to order at 8:00 P,M, on Thursday, September 20, 1962, by Vice-Chairman Philip Laadgn. ROLL CALL shaved the following: Present: Vice-Chairman Landon Commissioners Antaaini Lozano Wipfli Secretary Fales Ex-Officio Dana Absent: Commissioner Rega Ex-Officio Ramp It will be noted that Ex-Officio Commissioner Hohn arrived at 8:14 P,M. On motion of Commissioner Lozano, seconded by Com'zninsioner Antonini, the minutes of the meeting of September 6 were approved as presented and unanimously adopted by those Commissioners present. Vice-Chairman Ia9ndon then introduced the subject of the proposed field trip to San Mateo re: modified underground utilities system, to be arranged by P.G, & E. Secretary Fales stated that he had been contacted by Mr, Cecil Beebe, Local Manager of P,G. & E., who will arrange Che trio if the Commission would decide upon a con- venient date, It was decided to set the date of Saturday, October 13, and to in- vite members of the Council, Chamber of Commerce and Stover & Bullard, Inc. Mr. Fales agreed to make arrangements with P,G. & E, and to send out notices. The next item on the agenda was the request of Mr. Donald B. Jackson re: establish- ment of a legal building site on a oneLacre lot without frontage on an approved public street, is the vicinity of Sycamore Avenue. This item is a referral from the Alameda County Planning Commission: Secretary Fales stated this is a situa- tion where some rightwf-way will have to be acquired in the future under County standards. Under our City Zoning Ordinance, this request would not be approved. Access to the subject property depends on relationships between neighboring prop- erty owners. It is difficult to try to applq urban type reasoning to a rural type situation, Mr, Falea pointed out. It may be that this area will be eventually urban-oriented rather than rural-oriented as it is now, The staff recommends that this variance not be granted until such time as access is secured to an approved public or private road, Vice-Chairman Landon observed that this district might possibly be R-1 at some time in the future, After considerable discussion, it was moved by Vice-Chairman Landon, seconded by Commissioner Antonini, and carried, that the Commission recommend to the County Planning Commission that the request of Mr. Donald B, Jackson to establish a legal building site on a one-acre lot without frontage on an approved public street in the vicinity of Sycamore Avenue be denied, and also mention be made in the recommendation that the Pleasanton Planning Commis- sion has had previous experience with problems similar to this, and the correction of such a condition is next to impossible. Vice-Chairman Landon called on Secretary Fales for a progress report re: statue of Commission projects. The following projects were summarized by Secretary Fales: (1) Su~divlsion Ordin__~ ante: Secretary Falea stated there are about five changes which need to be made in the Subdivision Ordinance which are basically engineering considerations. Then there is the matter of having the Ordin- ance mimeographed and setting a public hearing, Vice-Chairman Landon sug- gested, and the Commission agreed, that Mr. Fales and Interim City Engin- eer Ted Fairfield be authorized to collaborate and make the necessary changes, and thereafter have the Ordinance mimeographed and set a public hearing for the meeting of October 18.
