MINUTE S <br />of <br />THE METING <br />of <br />THE PLANNING COI~II4ISSION <br />Pleasanton, California <br />September 20, 1962 <br />The regularly scheduled meeting of the Planning Commission was called to order at <br />8:00 P,M, on Thursday, September 20, 1962, by Vice-Chairman Philip Laadgn. <br />ROLL CALL shaved the following: <br />Present: Vice-Chairman Landon <br />Commissioners Antaaini <br />Lozano <br />Wipfli <br />Secretary Fales <br />Ex-Officio Dana <br />Absent: Commissioner Rega <br />Ex-Officio Ramp <br />It will be noted that Ex-Officio Commissioner Hohn arrived at 8:14 P,M. <br />On motion of Commissioner Lozano, seconded by Com'zninsioner Antonini, the minutes of <br />the meeting of September 6 were approved as presented and unanimously adopted by <br />those Commissioners present. <br />Vice-Chairman Ia9ndon then introduced the subject of the proposed field trip to San <br />Mateo re: modified underground utilities system, to be arranged by P.G, & E. <br />Secretary Fales stated that he had been contacted by Mr, Cecil Beebe, Local Manager <br />of P,G. & E., who will arrange Che trio if the Commission would decide upon a con- <br />venient date, It was decided to set the date of Saturday, October 13, and to in- <br />vite members of the Council, Chamber of Commerce and Stover & Bullard, Inc. Mr. <br />Fales agreed to make arrangements with P,G. & E, and to send out notices. <br />The next item on the agenda was the request of Mr. Donald B. Jackson re: establish- <br />ment of a legal building site on a oneLacre lot without frontage on an approved <br />public street, is the vicinity of Sycamore Avenue. This item is a referral from <br />the Alameda County Planning Commission: Secretary Fales stated this is a situa- <br />tion where some rightwf-way will have to be acquired in the future under County <br />standards. Under our City Zoning Ordinance, this request would not be approved. <br />Access to the subject property depends on relationships between neighboring prop- <br />erty owners. It is difficult to try to applq urban type reasoning to a rural type <br />situation, Mr, Falea pointed out. It may be that this area will be eventually <br />urban-oriented rather than rural-oriented as it is now, The staff recommends that <br />this variance not be granted until such time as access is secured to an approved <br />public or private road, Vice-Chairman Landon observed that this district might <br />possibly be R-1 at some time in the future, After considerable discussion, it was <br />moved by Vice-Chairman Landon, seconded by Commissioner Antonini, and carried, that <br />the Commission recommend to the County Planning Commission that the request of <br />Mr. Donald B, Jackson to establish a legal building site on a one-acre lot without <br />frontage on an approved public street in the vicinity of Sycamore Avenue be denied, <br />and also mention be made in the recommendation that the Pleasanton Planning Commis- <br />sion has had previous experience with problems similar to this, and the correction <br />of such a condition is next to impossible. <br />Vice-Chairman Landon called on Secretary Fales for a progress report re: statue of <br />Commission projects. The following projects were summarized by Secretary Fales: <br />(1) Su~divlsion Ordin__~ ante: Secretary Falea stated there are about five changes <br />which need to be made in the Subdivision Ordinance which are basically <br />engineering considerations. Then there is the matter of having the Ordin- <br />ance mimeographed and setting a public hearing, Vice-Chairman Landon sug- <br />gested, and the Commission agreed, that Mr. Fales and Interim City Engin- <br />eer Ted Fairfield be authorized to collaborate and make the necessary <br />changes, and thereafter have the Ordinance mimeographed and set a public <br />hearing for the meeting of October 18. <br />
