<br />that the applicant include the lease agreement infomation in the Variance ap-
<br />plication, Chairman Landon asked Chat the natter be continued pending applica-
<br />tion for a Variance by Mr. Smith and the scheduling of a public hearing.
<br />The next item on the agenda was the application of Mr. Samuel A. Sansone, 728 Main
<br />StreeC, for n Zoning Permit with Site Plan and Architectural Approval, in order
<br />to construct an addition to an existing building located at 728 Main Street, in
<br />a G-C (Comrninity Commercial) District. Mr, Sansone had requested by telephone
<br />that the natter be continued, Mr. Falea states this application is similar to
<br />the preceding one and that businesaea on Main Street were built before off-street
<br />parking requirements went into effect and, in some cases, before the advent of
<br />the sutotaobile, Further, he stated that Section 17,304 of the Zoning Ordinance
<br />does not demand specifically that parking requirements be net, but substitutes
<br />various other arrangements, Ultimately, the downtown area, in order to survive,
<br />must provide itself with off-street parking areas, However, tiering has serious
<br />considerations. An educational program will have to be conducted by the City for
<br />the merchants of the downtown area. Mr. Fales agreed to address a concwnication
<br />to Mr, Sansone, indicating the legal judgment expressed at this meeting. It will
<br />be necessary for Mr. Sansone to apply for a Variance.
<br />Chairman Landon then proceeded to the application of Mr. Lauren Rice, 41759
<br />Gifford, Fremont, for a Zoning Permit with Site Plan and Architectural Approval,
<br />in order to allow the installation of three signs in connection with the remodel-
<br />ing and new use of the Southern Pacific Depot, 30 L7est Neal Street, in a C-G
<br />(General Commercial) District, Mr, Rice was present in the audience and explained
<br />the proposed signs are 4' x 8', in Old English style, attached to the building--
<br />not protruding. Mr, Fales stated, with regard to off-street parking, the major
<br />portion of the parking are is included with the lease to the building and will
<br />suffice as the parking area for this particular business. The property is in a
<br />rundown state and, therefore, this is a form of private downtown rehabilitation,

<br />the area of Annexation No. 27, Valley View Annex "B", Mr. Ted Fairfield, of
<br />MacKay & Sompa, Engineers, presented the proposal for Planned Urit Development,
<br />Type 1, for the Hansen-Wiel property, the developer for which is Mr. Morris
<br />Stulsaft. There is a total of 343 acres in the parcel with 1,370 dwelling unite
<br />proposed to be built thereon, to be distributed as follows: Single-£anily dwell-
<br />ings (P.-1 and R-E), 532 unite; R-2 (9,2 acres), 100 units; RG-15 (12,5 acres),
<br />363 unite; RG-25 (21.5 acres), 375 units; C-0 (2.0 acres); C-T (4,2 acres); C+C
<br />(39.8 acres); Schools, I:+1, (17.9 acres); Church, R-1 (3.8 acres); District Park,
<br />R-1 (14,7 acres); Neighborhood Park, R-1 (5,4 acres), 29r, Fairfield said it will
<br />be necessary for the City and the developer to agree upon the amount and type of
<br />commercial development which would be logical. The General Plan calla for a
