<br />Under Concnrnications, a letter dated February 11, 1963, from the Alameda County
<br />Planning Cormiasion was presented, indicating a field trip on February 18 by the
<br />County Planning Commission in regard to a quarry pewit application by Oliver
<br />de Silva for an area near the Henry Moller Slaughterhouse on Foothill Road, Thie
<br />is on the site of a 35-year-old quarry, The County Planning staff recommends
<br />approval of the permit with a five year tine limit and other conditions, The
<br />quarry operation would clean up and level off the scarring situation which now
<br />exists. Mr, William indicated to Mr, Fales that he will send the City a report
<br />on the natter, Mr, Fales said there nay be a problem of truck traffic generated
<br />on Foothill Road; however, the rock crushing would be off the road. Chairman
<br />Landon stated a committee was established to define the boundaries of quarrying
<br />in the Amador-Livexmore Valleys, but has been inactive. Livermore has kept the
<br />bonadary of Isabel Avenue. Since the City is thinking of e;;panding the General
<br />Plan into the area of the above-mentioned proposed quarry, Chaiman Landon stated
<br />that quarrying should not be permitted there in the next five years. Cotmiasioner
<br />Antonini said that inasmuch as this operation is taking fill from the top of a
<br />hill, it differs from digging a hole, and he would be Wore in favor of the type
<br />of quarrying as proposed by Mr, de Silva. Chaiman Landon thought the staff
<br />should look into the situation in order that the Commission night Hake a recom-
<br />mendation, Mr, Fales said this area is across Foothill Road fron proposed
<br />Annexation No, 24, Chairman Landon asked Secretary Fales to write to the County
<br />Planning Commission and state that the Pleasanton Planning Comiasion would like
<br />a moratorium declared on this natter until we can give it further study. It was
<br />roved by Chairman Landon, seconded by Commissioner Rega, and carried, that the
<br />staff be instructed to communicate with the Board of Supervisors asking for a
<br />noratoriun on the proposed quarry in order that the Pleasanton Planning Commis-
<br />sion can give the natter bore study, Chaiman Landon also asked Secretary Fales
<br />to write to Mr. P.obert Williams, of the County Planning Department, requesting
<br />that natters such as this be referred to the Pleasanton Planning Commission before
<br />action is ta$en,
<br />At this point in the meeting, Mr, Ralph Hitch, Chairman of the Chamber of Commerce
<br />Industrial Committee, arrived and was called upon, Mr, Hitch stated the Chamber's
<br />Industrial Cormittee is interested in zoning as I-P (Industrial Park) several
<br />areas in or adjacent to the City, The Industrial Committee would like to have a
<br />study aeseion on this natter. If this area were zoned I-P, Mr, Hitch continued,
<br />then potential industrial developers could be shown specific pieces of property,
<br />Mr, Hitch iRVited the Commission to meet with the Industrial Committee on Mondays
<br />February 25, at Hap's at Noon, and perhaps an additional meeting will be scheduled
<br />at that tine,
<br />Commissioner Rega, as the Commission's representative on the Citizen's Advisory
<br />Committee on Recreation and Parks, announced a study session will be held with
<br />the City Council on Tuesday, March 5. Secretary Fales stated a joint meeting
<br />of the Citizen's Convittee on Recreation and Parks raith the Council is scheduled
<br />for Tuesday, February 26, in order that the Committee night have the benefit of
<br />a discussion with Mr, Willia^ Penn Mott,Jr„ regarding the relationship between
<br />regional park districts or agencies as a function and their relationship to
<br />nunieipal recreation program.
<br />Chairman Landon suggested scheduling a study session on the rerouting of Vineyard
<br />Avenue for Thursday, March 7, at 7:00 P.M„ before the regular Planning Commission
<br />meeting,
<br />Upon inquiry, Mr, Fales said it was hoped the selection of a planning consultant
<br />night be accomplished at a study session after the Council meeting of February 25.
<br />Connissioner Lozano suggested increasing the number of Cocmisaioners to seven
<br />again in order to decrease the psoportion of new members upon expiration of present
<br />nembers' terns, Mr, Falea said in some larger cities there is a Board of Zoning
<br />Adjustments, which is a committee Waking recommendations to the Planning Comis-
