RESOLUTION N0, 206 <br />WHEREAS, Annexation No. 21, Foothill Annex "B", has been completed and <br />this area is now within the jurisdiction of the City; and <br />WHEREAS, the provisions of Ordinance No, 309 regarding the assignment <br />of zoning designations to newly annexed areas have been complied <br />with by application of the City Planning Commission; <br />NOW, THEREFORE, BE IT <br />RESOLVED, that the City Planning Commission hereby recommends to the City <br />Council that Ordinance No. 309 be amended to provide the fo1- <br />lowing zoning to the areas involved: <br />1, Western Pacific Railroad Co. property; IP. <br />2, City of San Francisco propertys IP, <br />3. Castlewood Enterprises property; Planned Unit Development; <br />C-C, 4.3 acres; C-N, 9,5 acres; C-0, 4,2 acres; RG-25, 17 acres, <br />4. Edwin Carter property: RE-1, <br />Chairman Landon then called upon City Attorney Struthers for a report on off-street <br />parking requirements for Main Street businesses, Chairman Landon suggested handling <br />each case individually and that both the City and the party involved have an obliga- <br />tion. In this case, land use is not being changed and the percentage of remodeling <br />is small. <br />Chairman Landon then opened the public hearing on the application of March Engin- <br />eering Co „ Inc, and Mrs. L, Glaser, 11 Lewelling Blvd „ Hayward, for a Variance <br />from Section 17.200 et seq„ Ord. No, 309 (off-street parking requirements) in <br />order to construct an addition to an existing building at 443 Main St „ in a C-C <br />District. Mr. Paul Loretz spoke from the audience and stated that off-street park- <br />ing could be expanded to the rear of businesses, and believed the public would ob- <br />ject to a parking assessment district. He was of the opinion that the Variance <br />should be approved with reasonable requirements, Mr, R,I, Smith, of March Engineer- <br />ing Co „ was present and stated the lots are below minimum requirements, and <br />remodeling warrants its own conditions; an 8' x 10~ area is the only expansion in <br />this case, There being no further comments, Chairman Landon declared the public <br />hearing closed, Mr, Fales suggested the initiation of an off-street parking agree- <br />ment by the Planning Commission to be approved by the City Council. City Attorney <br />Struthers was requested to draw up a rough draft of an off-street parking agreement, <br />and the matter will be scheduled fox the April 18 agenda, Regarding this case, <br />however, it was suggested that, because of the negligible effect of the remodeling <br />on the total area of the building, the Variance be granted with the condition that <br />any further alterations of the building would require application of all off-street <br />parking requirements. After discussion by the Commission, upon motion of Commis- <br />sioner Wipfli, seconded by Commissioner Antonini, the following resolution was <br />unanimously adopted: <br />RESOLUTION N0. 207 <br />WHEREAS, the application of March Engineering Co „ Inc, and Mrs, L, Glaser, <br />11 Lewelling Blvd., Hayward, for a Variance from Section 17.200 <br />e't seq „ Ord, No, 309 (off-street parking requirements) in order to construct <br />axn addition to an existing building at 443 Main Street, in a C-C District, <br />!has come before this Commission; <br />:NOW, THEREFORE, BE IT RESOLVED AS FOLLOGJS: <br />1, The Variance is hereby granted subject to the following <br />condition: <br />a. That a future expansion or modification of the building <br />in question will require the full application of the <br />off-street parking requirements contained in Ordinance <br />No, 309. <br />
