<br />under the railroad for Santa Rita Road, Mr. Campbell said it would bee reasonable
<br />possibility for both Santa Rita Road and Vineyard Avenue to go under the W.P.R.R,
<br />1n reply to a question by Chairman Landon regarding cost of an underpass oe. an
<br />overpass, Mr. Campbell said fie felt an underpass would be lose expensive Chan an
<br />overpass in Chia case, Ghaismea Landon atated.it is not ecpasary at this time
<br />to decide oa the actual width prior to the nextt General P a~ ekcept to state
<br />Chat it ahould be somewhere between 84 ft. and, 120 ft, ,tairman Landon asked if
<br />this question could be referred to the Planning Conaultfip~ before a recommendation
<br />is made to the Council by the Planning Commieairon. Mr, ~$ieB atatea this could
<br />not take place for approximately 18 months, Chairman Landon inquired how the
<br />Orloff ~rbperty would affegts,;or be affected bq,tha proposed thoroughfare. Mr,
<br />Falea rep~iled that the developers of the Orloff property will probably be aubmit-
<br />ting prQliminary eubdiviaibn~maps Chia Fall. If the normal time period elapses
<br />for a Federal government assistance grant, there will be a contract by that time.
<br />The Orlbf~ property development would not take place until the Spring of 1964,
<br />Chairman Landon suggested the Planning Commission recommend to the Council that
<br />the City Engineerla propoeaT is a tentative solution. Anything considered ahould
<br />be cortaldered with this as background, Commissioner Antonini excused himself from
<br />voting, as he ama property which would be affected by a change in the existing
<br />General Plan for a Vineyard Ave., Ray St, connection. It was moved by Commissioner
<br />Lozano, aeeonded by Commissioner Rega, and carried, that the Planning Commission
<br />approve the staff's recomaendation and give tentative approval to the Council that
<br />the route ahould go north of the Arroyo del Valle and south of Amador High School.
<br />The next item on the agenda wan the matter of enforcement of Zoning Permit condi-
<br />tions: T.W. Goe. City Attorney Struthers reported that the first draft of the
<br />complaint has been prepared. He needs more information, and will file the com+
<br />plaint, as abatement of a public nuisance, within the next few days. This is a
<br />civil action, The City 1s seeking an injunction to enforce the condition of the
<br />Zoning Permit,
<br />Chairman Landon brought up the subject of having the Ad~nlstrative Intern work
<br />on Zoning Permit enforcement. Mz. Fales said a tickler system is necessary and
<br />Hies need to be revised, This takes field checking, and necessitates a written
<br />report as to what is found when a time limitation is involved,
<br />Under Matters for the Information of the Commission, Mr. Fales said he will give
<br />a report, as a result of the study aeeaion on May 15, at the Couneii meeting of
<br />May 20, regarding the proposed se-alignment of Bernal Avenue, He will recommend
<br />to the City Council that a formal position be taken to re-align Bernal Avenue to
<br />the south, and Chat Main Street connect with Bernal Avenue relocated, The impozt-
<br />ant issue is the relocation of Bernal Avenue. An interested industry wants an
<br />answer by June 14.
<br />The second item Mr. Falea brought up was the area of the poaeible public school
<br />location in the vicinity of Tract 2473, and he read a letter from Dr, Haskell
<br />to the Planning Commission, Dr. Haskell was present in the audience and was
<br />called upon, He said a school site in the extreme easterly portion of Mission
<br />Park would serve the neighborhood of Sycamore Road to Minnie Street, He also
<br />stated that 120 homes may be developed east of the present Pleasanton Elementary
<br />School, and this school will serve them. The Board feels Chia is right and the best
<br />solution to the problem. A 10-acre site is needed, but approval from the State
<br />Department of Finance is necessary before any purchase ie made. This is dependent
<br />upon the bond issue election to be held May 21, Mr, Fales said it is the oblige-
<br />tion of the City of Pleasanton to give the developer a decision within 40 days
<br />from the time the Tentative Subdivision Map is submitted, The subdivider has not
<br />yet submitted the Tentative Subdivision Map outside of Tract 2473. After the
<br />developer aubmita the Tentative Map, he must have an answer in 40 days, If a
<br />public school ie included, this will require relocation of the public park. The
<br />more rapidly mattexa can be definitely delineated, the batter off the City, the
<br />subdivider and the School District will be, Mr, Falea said also that the sub-
<br />divider should be able to operate on a basic street pattern on the approved Map.
<br />The approved soap conditions some of the street pattern in the unapproved portion

<br />portion, Mr. Falea auggeated meeting at the earliest possible time with the sub-
<br />divider and School District to determine the exact location of the school site,
