MINUTES <br />of <br />THE MEETING <br />df <br />THE PLANNING COMFff SSION <br />Pleasanton, California <br />May lb, 1963 <br />The regularly scheduled meeting of the Planning Commissiod was called to order at <br />8:00 P:M. on Thursday, May 16, 1963, by Chairman Philip Landon. <br />ROLL CALL showed the following: <br />Present: Chairman Landon <br />Commiasionera Antonini <br />Lozano <br />Rega <br />Secretary Fales <br />Absent: Commissioner Flipfli <br />On motion of Commissioner Antonini, seconded by Commissioner Lozano, the minutes <br />of the meeting of May 2 were unanimously approved as presented by those Commis- <br />sioners present, <br />The subject of a change of meeting night for the Commission was discussed. it <br />was moved by Commissioner Antonini, seconded by Commissioner Rega, and carried, <br />that the regular meeting nights of the Commission be changed from the first and <br />Chird Thursdays to the second and fourth Wednesdays of each month. <br />The next item on the agenda was the public hearing on the application of R.B. <br />Pahlmeyer, 1215 Financial Center Building, Oakland, and nineteen other persona, <br />for an amendment to Ord. No. 309 rezoning the property fronting on the east aide <br />of FirsC St, from Abbie St, to Vineyard Ave„ from R-2 to C-T. Mr. Falea report- <br />ed that an agreement with Livingston & Blayney has been executed by the City <br />Council for the referral, analysis and report on certain zoning matters, The <br />matter of this rezoning request has been referred to Livingston b Blayney. The <br />staff has communicated with the applicant and asked that the matter be delayed <br />until the next meeting of the Planning Commission in order to allow the Planning <br />Consultant to evaluate and report on the matter, A letter from Mr. Ned Robinson, <br />dated May 9, 1963, has been received in which he agrees to a continuation of the <br />public hearing, A copy of the applicant's arguments has been forwarded to <br />Livingston & Blayney, IC was moved by Comai.eaioner Rega, aeeonded by Commissioner <br />Lozano, and carried, that the application of R, B. Pahimeyer, 1215 Financial Center <br />Bldg., Oakland, and nineteen other persona, for an amendment to Ord, No, 309, <br />rezoning the property fronting on the east aide of First Street from Abbie Street <br />to Vineyard Avenue, from R-2 to C-T, be continued to the meeting of June 12, 1963. <br />The next item on the agenda was a report by City Engineer Campbell on the proposed <br />re-location of Vineyard Avenue. Mr, Campbell prefaced his remarks by posing three <br />questions: (1) Should there be a major thoroughfare? (2) If so, should it run <br />south or north of the Arroyo del Valle? (3) if north, as tentatively approved by <br />the Commission, then precisely where should it go? He stated there should defin- <br />itely be a thoroughfare continuation of Vineyard Avenue, and the beat route would <br />be north of the Arroyo del Valle rather than south, Mr. Campbell then outlined <br />three alternate routes north of the Arroyo del Valle. He said the major di~ad- <br />vantage of the route proposed by MacKay & Somps, as interim City Eugineera, is <br />that the route intersects Santa Rita Road too close to the railroad. He then <br />presented three mspe, labeled "A", "B" and "C", prepared by residents on Stanley <br />Boulevard. Map A brings the thoroughfare up next to the W,P, Railroad, and in <br />this respect is less workable than the MacKay & Somps proposal, Map B goes through <br />uninhabited land, but is not a replacement for Vineyard Avenue, only an addition, <br />Map C ie not a replacement for Vineyard Avenue, but is an addition to this street. <br />Because the intersection of two major arterials next to a railroad creates an <br />almost impossible traffic situation, Mx. Campbell proposed a new route turning <br />south to the north bank of the Arroyo del Valle after crossing the S,P,R,R, going <br />westerly, There is generallyopen ground in this route, but some property and <br />some structures would be affected.
