No additional employees will be required, and the <br />addition will house additional equipment of the same nature now existing. The staff <br />recommends approval with three conditions. After consideration by the Commission, <br />upon motion of Commissioner entonini, seconded by Commissioner Rega, the following <br />resolution was adopted by unanimous vote of those Commissioners present: <br />RESOLUTION N0. 274 <br />WHEREAS, the application of Pacific Telephone and Telegraph Co., <br />177 Paat Street, San Francisco, for a Conditional Use Permit, <br />under Section 16.200, Ord. No. 309, in order to construct an addition <br />to an existing public utility building located at 4341 Railroad Avenue <br />in an R-1 District, has cane before this Commission; <br />NOW, THEREFORE, Bi IT RESOLVED AS FOLLOWS: <br />1. The Conditional Use Permit is hereby granted subject to <br />the following conditions: <br />a. Owner shall file a copy of a survey of the subject <br />property with the City prior to issuance of a building <br />permit. <br />b. Owner shall iaprove the street frontage of the subject <br />property to City standards within ninety days after <br />completion of the building addition. Such improvement <br />shall ircl.u3e construction of curb, gutter, sidewalk, <br />drivekay approach, street trees, and tie-in paving as <br />nay be required by the City Engineer. Plana for this <br />work shall be prepared by a Registered Civil Engineer <br />at the Owner`s expense and must be approved by the <br />Cit;• Engineer prior to construction. <br />c. All other pertinent City ordinances and regulations <br />must be complied with fully and all other necessary <br />permits shall be obtained prior to ccnstruction. <br />i <br />Chairman Landon then opened the public hearing on the application of Henry D. <br />Hudson, 260 Main Street, for a Conditional Use permit in order to construct an <br />addition to an axis*_ing non-conforming nee at the above location in a C-G District. <br />Mr. Hudson was present in th.e audience with hie builder who stated the building <br />is hazardous and the plumbing i.s outdated. There being no further comments from <br />the audience, it was moved by Commissioner Antonini, seconded by Commissioner Aega, <br />and carried, that the public hearing be closed. Mr. Fales, in giving the staff <br />zepost, stated the existing use is single-family residential which ie non-conforming. <br />A non-conforming use may not be reconstructed or structurally altered except subject <br />to granting of a Conditional Use Permit fox the completion of a building devoted <br />to a non-conforming use. The dwelling ie occupied by the owner, and the value of <br />the proposed work is approximately SOX of the value of the existing building. If <br />the value of proposed work in any 12-month period exceeds SOX of the value of the <br />existing building then the entire building as well as the new work must be made to <br />conform to the Codes. Under our ordinance this non-conforming use could continue <br />for another 27 years. The replacement and re-wiring proposed will be a substantial <br />improvement to the property and w111 increase the safety to the occupants. IC <br />should be clearly understood by the applicant, however, that the remaining period <br />of use for this non-conforming use ie still 27 years. After discussion by the <br />Commission, upon motion of Commissioner Rega, seconded by Commissioner Antonini, <br />the follawing resolution wsa unanimously adopted by those Commissioners present: <br />RESOLUTION N0. 275 <br />WHEREAS, the application of Henry D.
