<br />satisfaction, it be adopted ae a general development guide, and that precise
<br />zoning be withheld until a tentative map or maps are submitted for approval. A18o
<br />that submission of site plans, landscape plane and building elevations be required
<br />for all areas except those desinnated for single-family reaidentisl development
<br />before precise zoning is adopted. Mr. Files stated that, with reference to item
<br />(7) above, the staff is of the opinion that the "thread" of park area connecting
<br />the parka is not usable and should be wider, then it would be considered ae an
<br />alternative to Item No. (7). Also, Mr. Files stated specific comments should be
<br />solicited frost Dr, Haskell regarding access to elementary schools and the over-
<br />lapping of school districts. There being no further comments from the audience,
<br />it was moved by Commissioner Antonini, seconded by Commissioner Johnston, and
<br />carried, that the public hearing be closed. Questions by Commissioner Reg- re-
<br />garding shopping centers and the "thread" of park area launched a diecuseion by
<br />Mr. Oakes, Mr. Files and Mr. Fairfield. With regard to the park, Mr. False said
<br />the staff feels if the park ie approved as presented it should be privately
<br />maintained. If the City should take over maintenance it must truly be a public
<br />park, and according to the shape as proposed it would not be entirely satisfactory
<br />ae a public park, although the staff sees merit in the idea of a greenwaq. Mr.
<br />Oakes said that the area is more than ample for the park area required by the City,
<br />but the configuration ie open to change. He feels it ie "public" ae it is ex-
<br />pected to nerve 8,000 residents. Mr. Oakes offered to show the Commission other
<br />developments embodying these proposed features. Mr. Falea asked Mr. Oakes to
<br />submit to him the locatlons of other developments so that they might be inspected.
<br />Considerable diecuseion ensued regarding the proposed 9-acre RG area backing up
<br />to the freeway. Mr. Oakes stated they had a very unfavorable experience with
<br />single-family homes backing up to a freeway in Sacramento, and that construction
<br />on RG property could be oriented so that windows would not be facing the freeway.
<br />Commissioner Rega inquired about access to schools from the RG area abutting the
<br />freeway. Mr. Oakes said this probably should be provided. Mr. Fairfield stated
<br />that the ratio of people in RG areas is 1.5 to 2 per unit, whereas in eingle-
<br />family areas the ratio is higher. Mr. Files said that fhe situation of R-1 lots
<br />backing up to a freeway bears investigation for applicability to other locations
<br />in the Pleasanton area. In answer to a question by Commissioner Antonini regard-
<br />ing the 6,000 aq.ft. proposed lot size, Mr. Oakes said that,becauae of the park
<br />area, cities have recognized that lesser lot sizes are satisfactory. In Fremont
<br />the lot sizes in a similar situation are 5,700 eq.ft. Mr. Fa lea suggested that
<br />the applicant's planner be present to meet with the Commission at a future date,
<br />and that the City will submit a color drawing showing lot arrangement to the
<br />School District with a copy of the Planners' report. Also, Mr. Falea recommended
<br />the Commission's viewing other similar development e. It was moved by Commissioner
<br />Raga, seconded by Commissioner Antonini, and carried, that the entire matter be
<br />continued to the meeting of July 8, 1964.
<br />Vice-Chairman Lozano then opened the public hearing on the application of Don Cass,
<br />8325 East 14th St „ Oakland, for a Conditional Uae Pexmit in order to erect a
<br />temporary tract sign in connection with Tract No. 2217 upon a parcel of property
<br />owned by Mr. Jack Malteater and located on Pinehill Lane in an R-1 District. This
<br />matter was continued from the meeting of May 27, 1964. Mr. Richard Musson was
<br />present in the audience and spoke on behalf of the applicant, Don Case, who was
<br />also present, stating that the subject sign was deeigned to be visible from Stan-
<br />ley Blvd. and Neal St. Mr. Ted Slosek, a Pinehill Lane realdent, said Pinehill
<br />Lane is not a public street, is narrow, and traffic would be hazardous; he sug-
<br />gee.ted placing the sign near the water tank on Bevilacqua property, waich would
<br />rrnxte tz:affic away from Pinehill Lane, and this was agreeable to the applicant.
