<br />The regularly echeddled meeting of the Planning Commission was called to order at
<br />8:00 P,M. on Sv'ednesday, June 10, 1964, by Vice-Chairman Frank Lozano.

<br />On motion of Commissioner Antonini, seconded by Commissioner Johnston, Che minutes
<br />of the meetings of May 27 and June 3, 1964, were approved as presented by unani-
<br />mous vote of those Commissioners present.
<br />Vice-Chairman Lozano opened the public hearing on the application of Pleasanton
<br />Inveatore, 582 Market Street, San Francisco, for an amendment to Ordinance No. 309
<br />rezoning the area of proposed Tract No. 2639 approximately 304 scree located east
<br />of Santa Rita Road and south df UPS. Highway 50, from the A District to the R-1,
<br />RG-15, RG-25, C-C and C-T Districts as a Planned Unit Developd<ent, Mr. George
<br />Oakes, a partner of Pleasanton Inveatore, was present in the audience and called
<br />upon Mr. Ted Fairfield, of MacKay and Somps, to present a proposed zoning layout.
<br />Mr. Fairfield stated that there is actually 332.4 acres in the proposed tract,
<br />and pointed out the locations of the above-mentioned districts, including two
<br />schools, a church, a swim club and three park areas connected by a park strip
<br />which has a minimum width of 20 ft. The distance from the swim club through the
<br />three parka ie approximately one mile. Walkways are planned at the end of each
<br />cul-de-sac as entrances into the park. The development ie arranged around the
<br />park areas, and a number of lots will back onto the park areas. Mr. Oakes stated
<br />en attempt is being made to build a nice development inexpensively, and 6,000 aq.
<br />ft. lots are proposed, which he considers ample due to the park area proposed.
<br />He said this type of development creates permanency and beauty. It is hoped to
<br />have a bridal trail along the Azroyo Mocho. The homes are expected to be in the
<br />$18,000 to $21,000 price bracket. Mr. Oakes stated that hie company has built
<br />5,000 homes in Hayward (Southgate, Fairway Park, Fairway Green, Woodland Estates
<br />and Westwood). In Fremont their latest development is South Park, which includes
<br />over 1,000 homes. A four-lane parkway with a 25 mph speed limit is proposed, and
<br />reduction of true parkway width is requested because of the lowered speed limit.
<br />A regional shopping center ie proposed adjacent to the subject tract.
<br />Mr. Falea gave the staff report on the above-proposed tract, in the form of a
<br />written report from Livingston and Bleyney, the City's Planning Coneulteate,
<br />dated June 8, 1964. The densities were elated therein as follows: Commercial
<br />Area: Neighboxi~eod, 5.0 acres, General, 68.0 acres; School area, 17.6 acres;
<br />Park area, 10.5 scree; RG-15, 20..7 acres; RG-25, 2.4 acres; Single-family resi-
<br />dential, 143.5 acres; Swim club, 1.4 acres; Streets and other public rights of
<br />way, 63.3 acres. Mr. Fales stated that the staff concurred with the reco~nda-
<br />tion of Livingston and BLayney that the development plan be revised ae follows:
<br />(1)The right-of-wcy of Santa Rita Road be modified to conform with the City's
<br />requirements including the provision of a frontage road on the east aide except
<br />where access points can be spaced 400-500 feet apart. (2) The right-of-way of
<br />the four-lane parkway be modified to conform with the City's requirements. (3) A
<br />pedestrian bridge across Arroyo Mocho be located midway between Santa Rita Road
<br />and Martin Ave. (4) The multi-family residential area facing U.S. Highway 50 be
<br />eliminated and that multi-family sites be no larger then 3-5 acres. (5) The ratio
<br />of apartments to single-family dwellings be reduced so that no more than 25 per
<br />cent of the unite are apartments and no more than half of the apartment unite are
<br />RG-15 density. (6) The City act to prevent construction of a freeway frontage
<br />road seat of Santa Rita Road and that Iota adjoining the freeway have a minimum
<br />depth of 130 feet. (7) A site of 3 to 5 acres with a width and depth of at least
<br />350 feet and with full frontage on a street be dedicated ae a City park. It is
