2. Structuxal Design of Streets - (a) The aubgrade for all streets shall be <br />compacted to a depth of 12 inches if this is det_med necessary by the City <br />Engineer or the developer's Soil Engineer. (b) The pavement sections shall <br />be satisfactory to the City Engineer and the developer's Soil Engines. <br />4. Specifications and Standard Details - In accordance with Section 8.01 of <br />Ord. No. 358, it ie requested that the City Engineer be authorized to modity <br />the City's existing Standard Specifications and Details in applying them to <br />this subdivision in order to allow for modern materials, methods, and design <br />criteria as may be required. Some specific recommendations for such modifies <br />tiona are as follows: (a) Specifications for sewer and water pipe should <br />be modified to allow newer type joints. (b) Specifications for street name <br />signs should be modified to require white reflectorized letters, block <br />numbers and arrows on green coated aluminum sheeting as previously approved <br />by the Planning Commission and City Council. (c) Reference should be made <br />to the 19G0 Standard Specifications of the State Division of Highways, rather <br />than the 1954 edition, particularly with reference to roadway materials. <br />5. Sanitary Sewer System - In the absence of a planned street pattern showing a <br />street north of and parallel to Valley Avenue, a 10" sanitary sewer should <br />be provided for in Valley Avenue in accordance with the sanitary sewer study <br />made prior to the approval of Final Map, Tract 2591, or substitute a paral- <br />lel system which will accomplish the same for sewer and water. <br />Any sanitary sewer that ie constructed in a side yard or rear yard <br />easement shall have a protective redwood plank covering per City standards. <br />Final approval of the sanitary sewer system should be withheld until <br />the developer has submitted engineering calculations and has demonstrated <br />to the satisfaction of the City Engineer that the proposed system is ade- <br />quate for the service area and generally meets the long-range requirements <br />for sanitary sewer system in this area. <br />6. Water Supply and Distribution System - Long-range plane call for at least a <br />12" water main in Valley Avenue which should be provided for at this time. <br />This would be in line with the Water District's attempt to reserve capacity <br />in the 16" Black Avenue line for use by outlying areas. <br />Final approval should be withheld until the developer has submitted <br />engineering calculations and has demonstrated to the satisfaction of the <br />City Engineer that the proposed system meets the requirements of this <br />development and the City's long-range plena. <br />7. Storm Drainage System - The storm drainage Eystem Ehall be designed to pro- <br />vide capacity for all upstream tributary areas, these areas being treated <br />as though fully improved, as required in Article 9.01 (2) of Ordinance No. <br />358. If a portion of the drainage is planned to be touted across land to <br />be developed under a separate tentative map, a master storm drainage plan <br />of this future development shall be submitted to the City Engineer for <br />study anal consideration. A public service easement should be provided from <br />the no~thweatern property corner of the Rruae property to Valley Avenue and <br />from Valley Avenue to the existing drainage ditch. <br />Final approval should be c.i.thheld until the developer has submitted <br />ec:L,ine~ring calculations and has demonstrated to the Eatiafaetion of the <br />City Engineer that the proposf;u system fully meets fihe requirements of thin <br />development and all upstream areas tributary to this development. <br />8. It is rF:commend~zd that streamlined under- <br />ground systems be u2ed in tYds develop~ert. <br />The City has not been able to determine whether or not P.G. & E, will <br />need power distribution lines on Valley Avenue as they did on Black Avenue. <br />The Planning Commission should rererve the right to require full underground <br />on r.:iese distribution lines in the future, if the modified or streamlined <br />system cannot be installed. <br />
