une. The type of a~i4rextising aign raqueste3 by thin application does not appear to
be covered by the present Ordinance, and the staff believes a ruling; by the Plan-
nf.ng Gommission would be in order. During the enFUing d!.acusoian by the Commission
it was judged that the eiSn was not necessary to existing uee of property and the
aign would not be on the applicant's property. 'ihe Cc+.~miasion wee not in favor of
locating permanent advertising signs at the southwest c~rrner of F1ret and Neal
Streets and felt it would set an undesirable precedent. ihe applicant may apply
for a Variance if he so desires. After discussion by the Commission, upon motion
of GomG]±.asioner Antonini, seconded by Com;ni.asioner Rega, the following resolution
was adopted by unanimous vote.of those Cozrsniasioners present:
RESOLUTION N0. 335
WHEREAS, the application of Milton S. and Julie D. Dunham, 122 West Neal
Street, for a Zoning Permit in order to erect an advertising sign
on the southwest corner of First and Neal Streets, in a C-C District, has
come before ttiia Commission;
NOW, THEREFORE, BE IT
RESOLVED, that the above-named Zoning Permit ie hereby denied at this time.
The next item on the agenda was the application of D & V Builders, Inc., 6000
Telegraph Avenue, Oakland, for an amendment to Ordinance No. 309 rezoning approxi-
mately 115 acres located north of Black Avenue, south of Valley Avenue, and east
o£ Nopyard Road, from the A District to the R-1 and RG-15 Districts. Mr. Fates
revie*aed previous discussions and read from the Livingston and Blayney report dated
July 17, 1964, the four points listed: (1) That the plan be revised eo that no more
than 25 per cent of the total number of units within the portion of Annexation
No. 31 owned or controlled by the applicant (not to exceed 1,014 units) are apart-
ments, and that no more than one-half of these be at RG-15 density. (2) That the
street pattern be revised to eliminate a four-way intersection of collector streets.
(3) That the park site be revised to reduce street frontage and increase minimum
depth. (4) That the Pleasanton Elementary School District confirm its approval of
the location, size and shape of the school sites. Mr. Fates again outlined the
suggestion fors passive park. Mr. Dudley Frost explained that the reason the swim
club, as presently shown in a rectangular design rather than square, is to provide
bettes utilization of land. It was decided that a 50-50 proportion between RG-15
and P.G-25 zoning would be adequate, also to accept the questionable four-way
intereeCtion. It was felt that the City would gain by having the park, and it was
pointed out that traffic can be controlled thereby making the four-way intersection
acceptable. It was further determined that the park would be maintained by the
City; the swim club be placed in the new location; and that the location of element-
ary and junior high school sites is approved. Chairman Landon then cloned the
public hearing on this matter. After discussion by the Commission, upon motion of
'Commiaeloner Rega, seconded by Commissioner Lozano, the following resolution was
adopted by unanimous vote~of those Comtoisaioners present:
RESOLUTION NO. 336
WHEREAS, the revised application of D & V Builders, Inc., 6000 Telegraph
Avenue, Oakland, for an amendment to Ordinance No. 309 rezoning
approximately 90 acres located north of Black Avenue, south of Valley
Avenue, and east of Nopyard Road, from the A District to the R-1, RG-25
and RG-15 Districts, has come before this Commission;
NO'vJ, THEREFORE, BE IT
RESOLVED, that the Planning Commission recommend to the City Council thst
an amendment to Ordinance No. 309 rezoning approximately 90 acres
located north of Black Avenue, south of Valley Avenue, and east of Nopyard
Road, from the A District to t'.ie R-', RG-25 and RG-15 Districts be approved
as shown on the approved T^n::ative Map of Tract No. 2680, Pleasanton Valley.
The next item on the agenda was the consideration of Tentative Subdivision Map,
Tract No. 2680, Pleasanton Valley.
