<br />2. One of the existing driveways shall be eliminated and
<br />the remainir.; two driveways along the frontage of the
<br />new canopy shall be rebuilt to City standards.
<br />3. All existing curb and gutter along the frontage of the
<br />new canopy shall be reconstructed to City standards.
<br />4. New asphalt paving shall be constructed to City standards
<br />and properly drained either to the street or to an
<br />approved sump on the rear of the property.
<br />Chairman Landon opened the public hearing on the application of Sohn Takena, Route 1,
<br />Box 442, Pleasanton, for a Conditional Use Permit under Section 11.306, Ord. No. 309,
<br />in order to allow construction of eight multiple dwelling unite at 219 Division St.,
<br />in a C-C District. Mr. Falea explained that the applicant had applied for a Condi-
<br />tional Uae Permit on April 20, 1964, when the subject property was coned F.-1, and
<br />subeequently withdrew hie application after being informed that this was not an
<br />allowable Conditional Uae in an R-1 District. The area has since been rezoned to
<br />C-C, which became effective on August 25, 1964. All requirements of the Zoning
<br />Ordinance are met with the exception of eideyards and access to parking. However,
<br />the staff has strong reservations about the use of this property for multiple resi-
<br />dential purposes. The subject area ie shown on the 1958 General Plan ae Central
<br />Business District, and on the first sketches of the new Central Business District
<br />and Civic Center plan as "Offices and Retail". Mr. Falea stated further that if,
<br />however, the Commission considers the proposed use appropriate, the sL-aff would
<br />suggest the following conditions: (1) Compliance with all applicable Ordinances,
<br />rules and regulations of the City. In particular, the applicant should be aware
<br />that a detailed site plan, survey and underground utilities are required. (2) The
<br />aide yard and access drive must meet the requirements or a Variance must be applied
<br />fox and granted. (3) Driveways must be relocated and parking paved to City
<br />standards. In addition, the Commission may impose conditions of architecture and
<br />landscaping. Mr. Art Pritchard, of Harmony Homes, representing the applicant, was
<br />present in the audience and displayed before the Commission a refined sketch o£ the
<br />proposed construction, and explained that the multiple dwelling units could, at
<br />some future time, be converted into offices or a medical building. Thera being no
<br />furthex comments from the audience, it was moved by Cosmiasioner Antonini, seconded
<br />by Commisai.oner Lozano, and carried, that the public hearing be closed. Upon in-
<br />quiry of Chairmen Landon regarding the possibility of future office use for the
<br />eubject proposed construction, Mr. Falea replied that it would require a separate
<br />evaluation in order to determine the feasibility of this proposal. Following dis-
<br />cussion, it was the consensus of the Commission that multiple dwellings should not
<br />be constructed on the property in question. Upon motion of Coc~iasioner Lozano,
<br />seconded by Commissioner Johnston, the following resolution was adopted by uranimoue
