The next item on the agenda was the application of Humble 011 and Refining Co., <br />1330 Broadway, Oakland, for a Zoning Permit with Site Plan, Architectural and Land- <br />scape Approval in order to construct an automobile service station at 344 Main St., <br />in a C<C District. Mr. Fales gave a detailed staff report, including the ob~erva- <br />tion that since the proposed use occupies only a part of the existing lot of record, <br />it will require going through a minor subdivision procedure. The staff recommends <br />that the subject application be set for public hearing after the required minor <br />euhdivi.aion is applied for and acted on. In addition, the staff recommended nine <br />conditions as outlined. Mr. John Schweitzer, Field Engineer for Humble 011 and <br />Refining Co., said that surveying is now in preparation for the application for a <br />minor subdivision. It was moved by Chairman Landon, seconded by Commissioner Rega, <br />and carried, that a public hearing be set for May 26, 1965, at 8:00 P.M., for the <br />above-described Zoning Permit application with Site Plan, Architectural and Land- <br />scape Approval. Mr. Schweitzer was informed that a copy of the staff report would <br />be made available to him, and upon submission of the necessary documents a meeting <br />of the Subdivision Committee will be scheduled. <br />Mr. Fales read a letter from Mr. William Fraley, Alameda County Planning Department, <br />dated April 23, 1965, and a letter from Dr. Ray Haskell, dated April 15, 1965, re- <br />questing school site approval for the following sites: (a) Vintage Hills Elementary <br />School Site No. 1, Tract No. 2629; (2) Black Avenue Elementary and Valley Avenue <br />Junior High Schools Site, Tract No. 2680; (3) Mission Park Elementary School Site; <br />(4) Vintage Hills Junior High School Site. Mr. Fales stated that all the sites are <br />in accordance with the Pleasanton General Plan. He said that a policy is needed re- <br />garding the payment of fees by the School District for school sites, and suggested <br />that the School District be required to pay any necessary water or sanitary sewer <br />connection fees, but be exempted from payment of any required annexation fees. The <br />Commieaicn concurred 1n this recommendation to the City Council. Upon motion of <br />Chairman Landon, seconded by Commissioner Lozano, the following resolution was <br />adopted by unanimous vote of those Commissioners present: <br />RESOLUTION N0. 420 <br />RESOLVED: <br />1. The City Planning Commission hereby approves the following <br />school site locations ae being in conformity colth the City <br />of Pleasanton General Plan: <br />a. Vintage Hills Elementary School Site No. 1, Tract <br />No. 2629 <br />b. Black Avenue Elementary and Valley Avenue Junior High <br />Schools Site, Tract No. 2680 <br />c. Mission Park Elementary School Site <br />2. The City Planning Commission, in response to a communication <br />from the Alameda County Planning Commission, hereby approves <br />the following school site locations which are outside the <br />City Limits but within the Pleasanton Planning Area: <br />a. Upper Vintage Hills Junior High School site fronting <br />on Crellin Road <br />b. That portion of the Mission Park Elementary School <br />site which is not in the City Limits <br />3. The City Pl.anni.ng !:ammiseir :, upon suggestion of the City <br />7~tanager, :.areby recommends to the City Council that the <br />following policy be adop*_ed regarding payment of fees for <br />school sites: *.he School District be required to pay any <br />necessary water or sanitary sewer connection fees, but be <br />exempted from nnyment of any required annexation fees. <br />The nexe item on the agenda was consideration of the :i'entativu Subdivision Map; <br />Tract No. 2721 (Pleasanton Valley Unit No. 5). Mr. Campbell. read the City Engineer's <br />Report on the aubiecr. tract. Mr. Don Bissell, Engineer for the tract in question, <br />suggested a change of wording of the item on Mutual Benefit Districts. Following <br />discussion, the following wording was substituted: "The proposed development ~ be <br />within the boundn:'ies of. a mutual bens#it district.....In the event the subdivision <br />is within the mutual benefit district the assessments against this property for <br />this storm drain line shall be paid at the time the final map la approved." Con- <br />siderable discussion ensued with regard to naming atreQta with a definite pattern <br />of names peculisr to each area. Mr. Dudley Frost was present in the audience and <br />entered into the discussion. Commissioner Rega agreed to work with Mr. Campbell on <br />
