Chairman Landon opened the public hearing on the application of William F. Webb, <br />Route 1, Box 404, Pleasanton, for a Variance from Section 12.500, Ord. No. 309, in <br />order to construct a car-wash facility with a reduced aideyard setback, on Lot 10, <br />Vervain Ave., in a C-T District. Mr. False, in giving the staff report, explained <br />that in response to a letter from the applican±, dated January 8, 1965, requesting <br />clarification of zoning with respect to use of the subject property, a report wan <br />submitted by Livingston and Blayney, dated Pebruary 17, 1965, which stated that an <br />auto repair shop would not be suitable, but offices or retail stores would be con- <br />sistent with the new General Plan. It further stated that access should be to the <br />future Del Valle Parkway for any development, and that the site should be reclassi- <br />fied to the C-C District. The applicant was advised to make formal application for <br />any further consideration. The applicant now proposes to construct a coin-operated <br />car-wash on a part of the property. Mr. Palen combined the Zoning Pezmit ' <br />application, a later item on the agenda, in the staff recommendations, and stated <br />that if, an is stated on the General Plan and in the Livingston and Blayney report, <br />the subject area should be rezoned to C-C, there is no side yard requirement when <br />abutting a C-T District, ae is the case of the adjacent P.G. 6: E. substation. The <br />staff feels that this is an allowed use in a C-T District. However, it does not <br />appear,ae though an adequate plan has been prepared since approximately 5700 eq.ft. <br />of the property is not included in the plan; development appears to be oriented <br />primarily toward Stanley Boulevard rather than the future Del Valle Parkway; no <br />on-site traffic circulation or parking plan is shown to avoid customers lining up <br />in the street, and the Landscaping as shown does not appear to be adequate. The <br />staff recommends that approval be withheld until: (1) a Minor Subdivision has been <br />requested and approved, or the remainder parcel has been satisfactorily explained; <br />and (2) a revised and more detailed site plan is submitted which takes cognizance <br />of the points mentioned above, including a traffic circulation and parking plan, <br />more adequate landscaping, an indication of the plena for site drainage, and public <br />improvement on both streets. It should be noted that in order to connect to the <br />sanitary sewer a connection charge must be paid to reimburse the coat of installing <br />the sewer in Stanley Boulevard. Mr. H.W. Johnson spoke from the audience on behalf <br />of the application, and stated that a concrete block building is envisioned and a <br />solid block wall is intended on the P.G.6 E. side. He displayed pictures of car- <br />wash units in other cities, and stated than an attendant will be on duty to instruct <br />newcomers, to police and maintain the car-wash unit. No lights from the property <br />would shine on adjacent property. There being no further comments, it was moved <br />by Ccmmissioner Lozano, seconded by Commissioner Antonini, and carried, that the <br />public hearing be closed. With regard to the remaining 5700 sq.ft., Mr. Johnson <br />said he understood office buildings are planned thereon. Confusion existed as to <br />whether or not the entire property was a single lot of record, Mr. Fales stated <br />that if it is actually two lots, the staff would have to reconsider the matter in <br />that light. Chairman Landon and Commissioner Rega suggested slumpetone with a <br />cement shake rcAf as being preferable in their opinion to cement block construction. <br />Mr. Falea said a copy of the staff report would be made available to the applicant, <br />and that he should contact the City engineering staff. Zt was moved by Chairman <br />Landon, seconded by Commissioner Rega, and carried, that the matter of the above <br />Variance and Zoning Permit applications of Mr. William F. Webb ba continued to the <br />meeting of May 12, 1965. <br />Regarding the next item on the agenda ,the application of Wm. T. Marsh, 62 West Neal <br />St., for a Variance from Article 4, Ord. No. 309, in order to allow a C-0 land use <br />in an A District far a parcel containing approximately 0.75 scree located at the <br />east Bide of Sunol Blvd, between Sonoma Drive and Sycamore Road, which was continued <br />from April 14, 1965, Mr. Falea stated he had received a request from the applicant's <br />attorney, Mr. Lee Amsral, that the ~atte:r either ba continued tc the meeting of <br />May 12 of be reacbm;tted as a rezoning application. It was moved by Commissioner <br />Rega, seconded by Commissioner Lozano, and carried, that the public hearing on the <br />above-~eacribed Variance be continued co the meeting of May 12, 1965. <br />Mr. Fales read a memorandum from City Attorney William Struthers recommending <br />amendment of Section 19.1000 of Ordi:•ance io. 309, restricting or increasing the <br />power of the Planning Commission to grant land uses within zones where such uses <br />are not a permitted, accessory ox conditional use. T_t was moved by Chairman Landon, <br />seconded by Commissioner Antonini, and carried, that the public hearing on the <br />above matter be set for ;•fay 26, 1965, at 8:00 P.M. <br />The next item on the agenda was the application of Mrs. Chester Rossi for a Zoning <br />Permit with Site Plan, Architectural and Landscape Approval 1n order to construct <br />multiple dwelling units at 492 St. John Stteet, in en RG-15 District, which was <br />continued from November 25, 1964. T.t was moved by Chairman Landon, seconded by <br />Commissioner LOZaRQ, and carried, that. since the Variance application on the subject <br />property was continued to May 12, 1965, the 2aning Permit application also be con- <br />tinued to that date. <br />
