Mr. Campbell presented a referral from the Alameda County Planning Commission,
<br />dated June 1, 1965, regarding the application of Henry J. Schneider and Art
<br />Hilliker Realty, for an adjustment fot approval of a lot as a building site with-
<br />out frontage on an approved street, Foothill Road, west side, 1-1 /3 miles south
<br />of Castlewood Country Club. Mr. Campbell, in gluing the staff report, stated that
<br />the City's Zoning and Subdivision Ordinances both require frontage on a public
<br />street. A variance from this requirement might ~e reasonable provided an annroved
<br />private street were available. The staff does not have sufficient information to
<br />determine whether the existing private streets shown will be adequate. The staff
<br />recommends that unless the private roads shown Are adequate and will continue to
<br />be with possible future growth, and are capab}~e of becoming public streets in the
<br />future if future density so warXantA, then thq County Planning Commission should
<br />require the necessary street iwprovements or deny the application. Mr. Art Hilli-
<br />ker was present in the audience and spoke on behalf of the subject referral. Mr.
<br />Campbell suggested that the City might well adopt some standards for private roads
<br />in the City. Following discussion by the Commission, it was moved by Chairman
<br />Landon, seconded by Commissioner Lozano, and carried, that the staff inform the
<br />County Planning Commission of the recommendations contained ~n the staff report.
<br />Mr. Campbell presented a referral dated May 25, 1965, from the Alameda County
<br />Planning Conmmiseion on the application of LeRoy J. Amaral, for an adjustment to
<br />permit a dwelling on a 5-acre parcel with reduced frontage on a County road, lo-
<br />cated at 3153 Vineyard Avenue, Pleasanton. Mr. Campbell, in presenting the staff
<br />report, stated that the subject property is just outside the City Limits and in
<br />an area that is expected to develop rapidly in the near future. The General Plan
<br />designation is partially high density and partially medium density. There would
<br />be no direct access to Vineyard Ave. The staff recommends that the Alameda County
<br />Planning Commission require that the applicant furnish plans that show that this
<br />and adjacent parcels can be developed property in accordance with the City's
<br />General Plan at some future date. Also, it is recommended that this parcel be
<br />required to provide the necessary widening for Vineyard Ave. at this time, and to
<br />connect to public water and sewer facilities when they become available. Comnnis-
<br />sioner Rega suggested calling to the attention of the County Commission that there
<br />will have to be a circulation pattern for future development and change in land
<br />use pattern as shown in the City's General Plan. Following discussion by the
<br />Commission, it was moved by Chairman Landon, seconded by Commissioner Johnston,
<br />and carried, that the staff report be approved and forwarded, together with
<br />Commissioner Rega'e comments regarding traffic circulation, to the County Planning
<br />Commission.
<br />Mr. Campbell presented to the Connnission a referral from the Alameda County Plan-
<br />ning Commission, dated June 1, 1965, regarding the application of Penland Signs
<br />for an adjustment for a "C-1" Use (Advertising sign) in an "A-2" Zone, Hopyard
<br />Road, 1,600 ft. south of Highway 50. Mr. Campbell, in giving the staff report,
<br />stated that the proposed location is zoned Agricultural in the County, and is
<br />designated General Industrial on the Pleasanton General Plan. If this area were
<br />in the City, under the City Zoning Ordinance this sign would not conform in either
<br />an A or I District, since only signs necessary to a permitted use are allowed in
<br />these Districts. It would also not meet the City Zoning Ordinance setback re-
<br />quirements. The staff recommends that the Alameda County Planning Commission be
<br />requested to deny the subject application. Following discussion by the Commission,
<br />it was moved by Chairman Landon, seconded by Commissioner Lozano, and carried, that
<br />it be recommended to the Alameda County Planning Commission that the above-des-
<br />cribed application of Penland Signs be denied.
<br />Mr. Campbell read a letter dated June 18, 1955, from Mrs. Louise Clausnitzer,
<br />Playground Committee Chairman of the Pleasanton Women's Club, requesting amendment
<br />to Conditional Uae Permit No. UP 64-13, for the elimination of permanent restroom
<br />facilities at the Women's Club Park. It was moved by Chairman Landon, seconded
<br />by Commissioner Lozano, and carried, that a public hearing on the above matter be
<br />set for the meeting of August 11, 1965.
<br />Chairman Landon stated that, as a result of the Subdivision Committee meeting on
<br />the Carter property the previous day, there appears to be the necessity for vari-
<br />able public service and slope easements in hillside areas. Following discussion
<br />by the Commission, it was moved by Chairman Landon, seconded by Commissioner
<br />Lozano, and carried, that a public hearing be set for the meeting of August 11,
<br />1965, to consider amendment to Ordinance No. 35 g, the Subdivision Ordinance, in
<br />order to eatabllah wider public service and slope easements in hillside aub-
<br />divisions.
