Chairman Landon opened the public hearing on the application of Wanda Aldrich, 393
<br />Rose Avenue, for a Variance from Section 8.500, Ordinance No. 309, in order to allow
<br />conformity of the existing structures located at 421 Roae Avenue, in an RG-15
<br />District. Mr. Fa1ea presented the staff report which stated that the Subdivision
<br />Committee discussed this matter with the applicant as a Minor Subdivision appli-
<br />cation on December 9, 1965. There are several properties involved in the site plan
<br />proposed for the twelve unit apartment and it is the applicant's intention, as
<br />directed by the Subdivision Committee in connection with the Minor Subdivision, to
<br />put all of these properties together under one record ownership. This would involve
<br />existing buildings on the same site plan with the proposed new twelve unit apart-
<br />ment. This application is for a Variance for reduced side yard in connection with
<br />existing buildings. This has come about through the combination of parcels as ex-
<br />plained above which included existing dwellings on the same site as proposed new
<br />dwellings. Two existing buildings are affected, one a duplex and one a dwelling.
<br />The proposed set-backs on the new buildings are all well within the Ordinance
<br />requirements. Inasmuch as this is an existing condition, the staff recommended
<br />approval of the Variance subject, however, to the applicant's presenting evidence
<br />to the City that these parcels have all actually been combined under one ownership.
<br />In conjunction with the Variance application, the application of Wanda Aldrich, 393
<br />Rose Avenue, for a Zoning Permit with Site Plan, Architectural and Landscape
<br />Approval in order to construct an eight-unit multiple dwelling at 421 Rose Avenue,
<br />in an RG-15 District, was also heard. Mr. Fales presented the staff report which
<br />discussed the existing trees that are to be saved, the curb, gutter, sidewalk and
<br />driveway approaches on Roae Street. The staff pointed out a few exceptions for
<br />this development to meet the requirements of the Zoning Ordinance. One exception
<br />was the matter of parking, the other exception was the matter of the front yard
<br />set-back on the existing dwellings. The following conditions were also suggested:
<br />(1) A detailed site grading and drainage plan be submitted to the Public Works
<br />Department for approval prior to the issuance of any building permit; (2) Addi-
<br />tional landscaping be provided as indicated on the annotated plans; (3) A solid
<br />board fence or masonry wall be provided along the east property line as indicated
<br />on the annotated plane. Mr. Al Morris, architect, representing Mra. Wanda Aldrich,
<br />was present in the audience. After discussion by the Commission, and with the
<br />consent of the applicant, upon motion of Chairman Landon, seconded by Commissioner
<br />Antonini, and carried, it was determined to continue both the application for the
<br />Variance and the Zoning Permit to the meeting of l+ebruary 9, 1966.
<br />The next item on the agenda was the application of Fremont Construction Company,
<br />21030 Mission Boulevard, Hayward, for a Zoning Pezmit with Site Plan, Architectural
<br />and Landscape Approval in order to construct two duplex units on lots 25 and 26,
<br />Tract No. 2481 (Vintage Hills), in an R-2 District. Mr. Fales presented the staff
<br />report which stated that these lots were planned as R-2 lots in the General Devel-
<br />opment Plan and Planned Unit Development of Vintage Hills. The plane as proposed
<br />meet all of the requirements of the Zoning Ordinance concerning area and set-backs.
<br />All of the street improvements are in and the lots are generally level. Driveway
<br />width is proper and the required number of parking spaces are available. After
<br />further discussion by the Commission, upon motion of Chairman Landon, seconded by
<br />Commissioner Plato, the following resolution was adopted by unanimous vote.

<br />The next item on the agenda was the application of Schulte-Blackwell Development
<br />Company, for a Zoning Permit with Planned Unit Development Approval, for the area
<br />of Tract PTo. 2814, Highland Oaka, Unit No. 2, as approved by the Alameda County
<br />Planning Commission. Mr. Fales presented the staff report which stated that the
<br />area has recently come under the jurisdiction of the City. During the litigation
<br />just ended and in the process of the development of this property, through agree-
<br />ments for utility services between the Developer and the City, both the Planning
<br />Commission and the City Council had the opportunity to review the General Plan and
