Chairman Landon then opened the public hearing on the consideration of amendments <br />to the Pleasanton General Plan relating to the location and number of Neighborhood <br />Shopping Centers adjacent to Hopyard Road south of the Arroyo Mocho, and adjacent <br />to Los Positas Boulevard in the vicinity of the Route 680 interchange. Mr. Falea <br />presented the report of Livingston and Blayney, dated March 18, 1966, pertaining <br />to neighborhood shopping centers. Mr. John Arbuckle, a resident of Pleasanton <br />Valley, spoke briefly regarding the location of shopping centers. Mr. Keith Fraser, <br />representing Hansen-Gieger near the Bevilacqua site, now known as "Meadow Farm". <br />Mr. Fraser asked that the City adhere to the General Plan regarding shopping centers. <br />Mr. Dudley Frost spoke defending the shift in location of the center from Black <br />Avenue to Valley Avenue and stated that he felt two centers could survive in this <br />area from an economic standpoint. Dr. Long stated that neighborhood shopping centers <br />were premature. Mr. Schulte of Schulte-Blackwell spoke supporting the D 6 V <br />Builders center, and the possibility of this center delaying the Bevilacqua develop- <br />ment. Mr. Charles B. Snow, representing Mr. Kolb, stated he favored a center in the <br />Schulte-Blackwell site. Mr. Arbuckle stated that he was not opposed to the move <br />from Black to Valley Avenue, and went on to say that he felt the Safeway center was <br />a breach of the General Plan. This point was clarified by Mr. Fales. Mr. Bill <br />Cristner of the Pleasanton Valley Ho®eowners Association asked what would become of <br />Black Avenue site if it were not used for a shopping center and that Slack Avenue <br />is a speedway and the people want less traffic on this street. Mr. Cristner was <br />infoxmed that this site would go institutional or possibly R-1. Dr. Long stated <br />that he felt the downtown would suffer with these centers in existance. Mr. Jack <br />Boatedt asked if additional buffering had been considered if the present center site <br />were changed. He was assured by Mr. Fales that it was now under consideration. <br />Upon motion of Commissioner Johnston, seconded by Commissioner Rega, and carried, <br />the public hearing was closed. At this point, Chairman Landon suggested that per- <br />haps there should be a study session on this matter. Upon motion of Chairman <br />Landon, seconded by Commissioner Johnston, and carried, the public hearing was re- <br />opened and continued to the meeting of April 27, 1966. At this point, the appli- <br />cation of Schulte-Blackwell Development Company, P.0. Box 817, Campbell, for an <br />amendment to Ordinance No. 309 rezoning approximately 110 acres located on the east <br />side of Foothill Road, south of U. S, Highway 50, from the Interim A District to <br />the R-1, R-2 and C-N Districts, upon motion of Chairman Landon, seconded by <br />Commissioner Antonini, and carried, the above-named public hearing was continued to <br />the meeting of April 27, 1966. A study session was recommended for the week of <br />April 18 through 22. <br />Chairman Landon opened the public hearing on the application of John J. and Ruth V. <br />Amaral, 327 St. Mary Street, for an amendment to Ordinance No. 309 rezoning a <br />parcel of property approximately 1/2 acre in size, located on the south aide of <br />Kottinger Avenue, east of 333 Kottinger Avenue and adjacent to Pine Hill Lane, from <br />the R-1 to the RG-15 District. Mr. Fales informed the Commission that word had been <br />received from the applicant asking that this application be withdrawn from the <br />agenda without prejudice. Upon motion of Chairman Landon, seconded by Commissioner <br />Johnston, and carried, this application was withdrawn. <br />It was suggested that as a consideration for the Developer, Schulte-Blackwell, that <br />the public hearing on the application of Schulte-Blackwell for rezoning be reopened. <br />Upon motion of Chairman Landon, seconded by Commissioner Johnston, and carried, the <br />public hearing on the above mentioned item was reopened to consider rezoning for <br />R-1 and R-2 only. Mr. Falea presented a report from Livingston and Blayney, dated <br />March 18, 1966, covering this application. Upon motion of Commissioner Antonini, <br />seconded by Commissioner Johnston, and carried, the public hearing was closed. <br />After further discussion, upon motion of Chairman Landon, seconded by Commissioner <br />Antonini, the following resolution was adopted by unanimous vote. <br />RESOLUTION N0. 538 <br />WHEREAS, the application of Schulte-Blackwell Development <br />Compacry, P.0. Box 817, Campbell, for an amendment <br />to Ordinance No. 309 rezoning approximately 110 <br />acres located on the east side of Foothill Road, <br />south of U. S. Highway 50, from the Interim A <br />District to the R-1 and R-2 District, has come <br />before this Commission: <br />NOW, THEREFORE, BE IT <br />RESOLVED: that the above-mentioned application for rezoning <br />be approved for rezoning to R-1 up to the lot line <br />which separates R-1 and R-2, balance in Interim A <br />District. <br />
