abandonment procedure shall be witnessed by <br />the City Engineer. <br />(6) Landscaping shall be installed as required for <br />each phase of construction except that all <br />trees shown on the landscape plan along the <br />perimeter of the site shall be installed in <br />conjunction with the first phase of development. <br />(7) Off-street parking areas shall be installed <br />in accordance with the requirements for each <br />building in the development, at the time of <br />construction of each unit. <br />(8) Approval of this Use Permit shall be subject <br />to the fulfillment of the conditions of approval <br />for MS-65-5 as follows: "subject to receipt <br />of a signed agreement by D & V Builders with <br />a guarantee of street right-of-way on Hopyard <br />Road and Del Valle Parkway and street <br />improvements". <br />(9) Development shall be in accordance with Bxhibit <br />"A" to this Uae Permit, except that the Planning <br />Commission may grant minor changes in site <br />development at the time of Site Plan Landscape <br />and Architectural approval for each phase. <br />Approval of Variances for elimination of the <br />required fenciag along Golden Road frontage <br />and for a reduction to 5 feet for the planting <br />area adjacent to the park will be required <br />prior to issuance of a building permit. In <br />the absence of such Variances, the applicant <br />shall modify plans to meet the Ordinance <br />requirements. <br />Sb. Z-67-8. Cove-Feteraon Associates. <br />The next item on the agenda was the application of Cope-Feteraon Associates, <br />1367 Poat Street, San Francisco, as agent for the California Nevada District, <br />Lutheran Church, for a Zoning Permit, with Site Plan, Landscape and Archi- <br />tectural Approval in order to construct a church, multi-purpose hall and <br />study to be located on the southwest corner of Hopyard Road and Golden Road <br />in an R-1 District. Mr. Spink presented the staff report which reco®ended <br />approval with stated conditions. UPON MOTION OF COMMISSIONER PLATO, SECONDED <br />BY CObBQISSIONER GARRIGAN, AND CARRIED, IT WAS DETERMINED TO APPROVE THE <br />Z~iING PERMIT FOR COPE-PETERSON ASSOCIATES, WITH THE FOLLOWING CONDITIONS: <br />(1) Subject to the conditions of UP-67-2. <br />(2) Final parking requirements for Phase I to be established at <br />time of issue of Building Permit when seating capacity has <br />been determined. <br />(3) Landscaping for Phase I to be installed as shown with the <br />addition of perimeter tree planting as required by Condition <br />Number 6 of UY-67-Z. <br />(4) Approval is limited to the placement of Phase I structures and <br />related parking and landscaping and does not include detailed <br />approval of the siting of future structures or future parking <br />and landscaping for latter phases Af the development. <br />(5) Within a period of five years, if the remainder of this site <br />is not developed, a total Landscaping plan will be carried out <br />for the remaining part of the site, subject to Planning <br />Commission approval. <br />Commissioner Plato asked that a memorandum be forwarded to the City Council <br />regarding the Planning Commission's feeling relative to shake roofs on <br />buildings. <br />3-8-67 <br />
